Globalkarpaty-Eco LLC improperly received budget funds for the construction of fortifications in the Donetsk region, although the work was actually carried out by employees of the region's state forestry enterprises. This is evidenced by data from the court decision registry and the newspaper Nashi Groshi.
In 2015, the Ivano-Frankivsk Regional State Administration's Construction Department signed a UAH 38 million contract with Bratya KIP LLC. The company was contracted to construct defensive fortifications in the ATO zone. Bratya KIP subsequently signed a UAH 17 million subcontract with Globalkarpaty-Eko LLC.
However, law enforcement officials established that, on the unofficial instructions of the Ivano-Frankivsk Regional State Administration, some regional enterprises partially and at their own expense contributed funds and assistance to the construction of fortifications in the ATO zone. Specifically, each regional state forestry enterprise sent its workers to the Donetsk region to build fortifications. The workers were provided with tools, materials, and food. Meanwhile, the company Globalkarpaty-Eco, in its work completion reports, reflected this work as being carried out independently and received corresponding funds from the state budget. Furthermore, some companies additionally transferred charitable donations to Globalkarpaty-Eco, ranging from 100 to 600 hryvnias.
Investigators believe that the budget funds received by the regional state administration management and contractor firms were simply appropriated.
The company "Brothers KIP" is owned by Petro Protsiv. The company's director is Mykola Protsiv, who served for four months in 2015 as the head of the Road Service in the Ivano-Frankivsk region.
The subcontractor, Globalkarpaty-Eco, was previously owned by Ivano-Frankivsk resident Galina Varezhkiniy, but in 2015 the company was transferred to Sergei Yushchenko, a resident of the Donetsk region.
