Yanukovych's "overseers" return to Ukrspirt

ukrspirtThe "overseers" who controlled the industry during Yanukovych's rule have begun to return to Ukrspirt enterprises. This is being facilitated by the current interim management of the enterprise. It is worth noting that Roman Ivanyuk, a member of the Presidential Administration's Boris Lozhkin, has been appointed acting director of Ukrspirt. This may support the theory that Bankova is attempting to exploit the schemes developed by the "overseers" to handle unaccounted alcohol and produce counterfeit vodka for its own gain.
According to SKELET-info, In early January 2015, a certain Andrey Akimenko, known as the right-hand man of the fugitive "overseer" Alexey Chebotarev, "registered" in the office of the acting director of the state-owned enterprise Ukrspirt. In 2013, they were both co-founders of Veneya LLC, and Akimenko's wife, Svetlana, along with Chebotarev, are still co-founders of A.A.A. and Ko LLC, through whose accounts the titushki were once paid.
Pressure has begun to be exerted on distillery management in the regions. Through the courts and with the help of law enforcement, control over state-owned enterprises is being wrested from the state-owned enterprise Ukrspirt.
The interest of the "overseers" in distilleries is understandable. According to the website LIGABusinessInform, each distillery produced (and some still do) significant volumes of illegal alcohol. For example, in 2012, the State Financial Inspectorate discovered during an inspection that some state-owned distilleries were operating in three shifts (one legal and two illegal). According to estimates by the Ukrvodka association, the shadow alcohol market in Ukraine accounted for approximately 40% of the total last year. This was a major "black hole," siphoning off approximately 10-15 billion hryvnias annually.
After the Revolution of Dignity, the "overseers" were temporarily removed from the state-owned enterprise Ukrspirt, and numerous schemes related to the production of unregistered alcohol were disrupted. This not only increased state budget revenues elevenfold but also reduced the share of counterfeit alcohol from 40% to 10% (a fact acknowledged by the tax authorities themselves).
However, the "overseers" didn't stray far from Ukrspirt. They took up defensive positions at individual distilleries. The directors under their control, by hook or by crook (including force and threats), simply prevented the state (the state-owned enterprise Ukrspirt) from overseeing the production facilities where the illegal product was being manufactured at full capacity.
The following enterprises are allegedly still in the hands of the "overseers": the Zirnensky distillery in the Rivne region, the Ichnyansky distillery in the Chernihiv region, the Ternopil distillery "Zolotoe Pole", the Strutensky distillery in the Lviv region, the Korostyshivsky distillery in the Zhytomyr region, the distillery in the village of Pidgaichyki in the Ivano-Frankivsk region, the distillery in the village of Vyshneve in the Poltava region and others.
