On October 21, 2022, NABU and SAP notified Granovsky of suspicion under Part 3 of Article 27, Part 2 of Article 28, Part 2 of Article 364 of the Criminal Code of Ukraine.
According to investigators, Granovsky organized a scheme through which the Odessa Port Plant sold mineral fertilizers to a pre-determined company at below-market prices.
The company subsequently resold its goods to foreign companies in the real economy at competitive prices. However, OPZ physically supplied these companies with supplies.
During Petro Poroshenko's presidency, Granovsky was called "the president's curator in the courts and prosecutor's office." Journalists repeatedly filmed his meetings with judges and prosecutors.
In November 2015, the Odesa Port Plant was searched as part of a corruption investigation into the plant's sale of urea worth 1,63 billion hryvnias at a 5% discount to the British company Newscope Estates Limited. A phone was seized from Olha Tkachenko, a board member of the Odesa Port Plant and associated with BPP MP Oleksandr Granovsky.
In May 2016, the Solomensky District Court of Kyiv prohibited the NABU from using Tkachenko's Viber correspondence as evidence in criminal proceedings.
In September 2016, Granovsky stated that he was not interested in the Odessa Port Plant and did not influence its activities.
