The National Bank and taxes save Arbuzov-Klimenko’s “cash scheme” at a cost of 80 million

In Ukraine, a scheme continues to operate that will bring two companies from Sima’s orbit at least 80 million UAH. It’s great, they inform you. This is the story of the TV program “Our Pennies”.

Two private companies – “UkrKart” and “Interplat” – collect money for services of collecting and transmitting data from cash registers in stores to the State Fiscal Service. Stinks today collect close to 1 UAH per skin from 221 thousand devices in Ukraine.

Market participants cannot explain what functions information acquirers perform. Virologists and vlasniks of cash register technology sing that there is no need for intermediaries to transfer information from cash registers to the data feed. From a technical point of view, it is necessary for a cash register modem to register an IP address to the server of the State Fiscal Service, replacing the IP address to the server of the information acquirer.
“I really see this as an additional value-free vantage,” says Evgen Ryabchenko, IT Director of Retail Group. – So, it was possible to directly transfer information to the data server, without an information acquirer. It’s definitely possible.”
These companies lost their monopoly under the so-called “cash reform”, which was carried out by Yanukovych’s “young reformers” - the head of the NBU Sergiy Arbuzov, the head of the Ministry of Revenue Oleksandr Klimenko and the head of the Ministry of Finance Юрій Колобов.
Unofficially, “Interplat” will insure the sphere of influx of large numbers of tax office employees. In addition, Illya Serikov will be associated with ex-regional player Vitaly Khomutinnik. “UkrKart” will be insured up to the NBU ex-kerivnik quota.
The current officials of both companies are located offshore. Donetsk directors are in charge of two companies. Thus, since 2012, Interplat has been managed by Volodymyr Lomachinsky, a native of Makiivka. “UkrKartom” is run by Donetsk resident Oleksandr Pranov. Her mother Valentina Pranova previously worked at the Department of the National Bank in the Donetsk region.
Yatsenyuk's Cabinet has not made and does not yet plan to make any major changes to the legislation that regulates the work of the two companies.
The National Bank also values ​​a successful system of saving and collecting data from cash registers.
“Information acquirers have taken on the important responsibility of consulting and explanatory work among the RPO service centers. Customer support services of information acquirers will ensure the highest level of all services provided by the specialists of the PPO service centers 24/7 without holidays or holidays days, if necessary, contact senior specialists of the National Bank of Ukraine and the State Fiscal Service. Information acquirers are necessary participants in the system of saving and collecting data from registrars of various types of operations, as well as selecting functions that are necessary for the functioning of the system, but not the authorities of the state government,” the NBU stated.
The State Fiscal Service, at its own expense, has stated that it will not share information with the connections of acquiring companies and the largest number of government officials.
As “Our Pennies” stated, the NBU and DFS do not plan to act as intermediaries. The National Bank intends to open the market for other companies. Nezabar is preparing to revoke the status of information acquirer to more companies.
