The National Guard purchased low-quality footwear for its military personnel for 4 million hryvnias.
The State Procurement Bulletin states that on June 27 of this year, one of the units of the National Guard of Ukraine purchased 11620 pairs of boots worth UAH 4,26 million from Rezhim LLC.
It was discovered that the footwear did not meet state standards, was unmarked, and was made of substandard materials. Furthermore, when signing the contract, OOO Rezhim presented a number of forged documents and certificates of conformity confirming the footwear's quality.
Based on this fact, the Central Region Military Prosecutor's Office has opened a criminal case under Part 4 of Article 190 of the Criminal Code of Ukraine for fraud committed on an especially large scale or by an organized group. This article provides for imprisonment for a term of five to twelve years with confiscation of property.
OOO Rezhim has long been supplying footwear to government agencies. Specifically, in 2013, it sold boots to the Ministry of Internal Affairs at an inflated price of 2465 hryvnias per pair. At the time, similar products cost 1800 hryvnias.
Kiev-based LLC "Regime" is owned by Anatoly and Olga Rud.
According to our information, the National Guard is closely collaborating with Rud in corruption schemes.
