The head of the Criminal Investigation Department, the drunkard and rowdy Malko, has been promoted.

MalkoAs previously reported, Vyacheslav Malko, head of the Podolsk district criminal investigation department (Kyiv), caused a disturbance and a fight with patrol officers while heavily intoxicated. However, the expected investigation and subsequent punishment never followed: not only was the case hushed up, but the suspect was retained in his position. Volunteer Roman Sinitsyn detailed this scandalous incident on Facebook. He noted that the incident involved more than just resisting patrol officers: prior to this, he had been drunk driving a Range Rover, manufactured in Donetsk, the documents for which bore all the hallmarks of forgery.

 

Sinitsyn wrote the following: "...The Range Rover's registration certificate arouses the cops' suspicions because it contains signs of forgery. Therefore, an investigative task force was called in, the car was towed to an impound lot, and a special investigation expert seized the registration certificate. The head of the vehicle theft department is driving drunk in a fake Donetsk car with forged documents. What do you think?"

 

But the judge of the Podolsk District Court (Yulia Zaritskaya) found no criminal offense in her colleague's actions: she overturned the charge under Article 130 of the Code of Ukraine on Administrative Offenses (driving under the influence), ignoring the information about resisting police officers and the video from the scene. Sinitsyn noted that "Zaritskaya overturned the ruling, citing Part 1 of Article 247, 'Absence of an event and elements of an administrative offense...'" The forged documents were returned to their owner, and soon the head of the Podolsk Police Department (Vladislav Ishchenko) suddenly promoted Malko to his deputy and head of the criminal investigation department of the Podolsk District (Kyiv).

The volunteer is so outraged by this blatant display of nepotism and lawlessness in law enforcement that he demanded that his statement be considered an official criminal complaint to the investigative authorities. He was supported by media representatives: the editorial staff of 368.media is demanding that the Minister of Internal Affairs (Arsen Avakov) respond to the report and take appropriate action against the leadership of the Podolsk District Police Department, which, they claim, "...undermines the authority of the law enforcement system..."
