The National Bar Association elects members of the High Council of Justice with violations

The National Association of Lawyers of Ukraine did not allow a delegation from Kyiv and Poltava to attend the congress where members of the High Council of Justice will be elected.

A member of the delegation, Head of the Kyiv City Council of Advocates, Inna Rafalskaya, reported this to Ukrainska Pravda.
60 lawyers came to the congress from Kyiv, 6 from Poltava.
According to Rafalskaya, upon arrival at the location announced in the Government Courier newspaper and on the NAAU website, it turned out that the congress was taking place elsewhere.
"All 60 delegates from Kyiv were barred from the congress today. We arrived in Mukachevo from Kyiv and this is the result," Rafalskaya said.
"This is already a direct violation. The secret location was not disclosed to the delegates from Kyiv," she emphasized.
At this congress, members should be elected to the Supreme Council of Justice (after the appeal of the Odessa Congress) and to the Qualification and Disciplinary Commission of Prosecutors.
The crime was reported to the Ministry of Internal Affairs. The congress is now taking place in an unknown location, without the majority of legally elected delegates elected by the constitutional bodies.
"These are constitutional bodies that require a very careful selection process, through an open process. Because if these positions are filled by people who lack an impeccable reputation, it will reflect poorly on the body itself," Rafalskaya said.
She emphasized that the election of members of the High Council of Justice must take place in strict compliance with procedure, without behind-the-scenes agreements.
The lawyer emphasized that lawyers from Simferopol, who had received Russian licenses, were present at the congress, where the Kyiv delegation was not allowed.
"Right now, at the congress, delegations from other regions are trying to establish the grounds for the presence of lawyers who permanently reside in Simferopol and have received certificates of attorneys of the Russian Federation," Rafalskaya said.
"These delegations, with their number of unknown members who cannot confirm their status, will elect the Supreme Judicial Council today, representing lawyers, and appoint the appropriate person to the prosecutors' qualification commission," Rafalskaya noted.
She predicted that odious people could be elected.
In addition, the Kyiv delegation insisted on hearing a report on the use of funds from the National Association at the congress.
As is well known, the head of the National Bar Association of Ukraine is the infamous Lidiya Izovitova. In 2013, during the Yanukovych era, the media attributed her to the group of Andriy Portnov, then head of the Presidential Administration's Main Directorate for Judicial Affairs.
