A member of parliament and the mayor of Chernihiv are building a shopping center on Heroiv Dnipra Street that threatens public safety.

The controversial construction of the Oasis shopping center, carried out by Yelikon near the Heroiv Dnipra metro station in Kyiv in violation of all existing rules and regulations, has once again sparked public outcry. Residents are outraged that MP Valeriy Ishchenko and Chernihiv Mayor Vladislav Atroshenko (who indirectly own the company) are completely ignoring the concerns of residents of the capital's Obolonskyi district. Previously (in 2013), the lease agreement for the development space between the Kyiv City State Administration and Yelikon was renewed, and it was at this stage that activists successfully overturned it in court.

But the developers proved more persistent: as early as 2015, they found a loophole, winning an investment tender for the construction of underground parking and transport infrastructure. Remarkably, Yelikon representatives are evading state oversight of the construction at every turn, ignoring even such a "minor" issue as the enormous danger to metro passengers: after all, it is strictly forbidden to build anything other than underground passages over subway facilities.

 

However, the State Architectural and Construction Inspectorate (Gosarchstroy) workers haven't remained silent either: having called in law enforcement, they intend to conduct a mandatory inspection of the site by inspectors from the State Architectural and Construction Inspectorate (GASI), with police support. The results remain to be seen. As architect Georgiy Dukhovychny, vice president of the Kyiv branch of the National Union of Architects and a member of the Ukrainian Committee of ICOMOS (UNESCO), put it: "The construction is being carried out in violation of all regulations. Obolon is overflowing with shopping malls. The area under construction for the metro 'circle' is located inside a transport interchange. Current traffic regulations prohibit major construction within transport interchanges, with the exception of underground passages. No one is thinking about public safety!"
