MP Shevchenko used the scandal to lobby for his company, PBS LLC, to win a tender.

On August 31, following a tender, the Ivano-Frankivsk Region Road Service (IFR) signed an agreement with PBS LLC for the repair of the national road N-09 Mukachevo-Lviv worth UAH 325,96 million. This was reported by the website Nashi Groshi, citing the "Bulletin of Public Procurement."

The Ivano-Frankivsk Regional Road Administration commissioned repairs to 67 km of the highway. The total cost of the work was approximately UAH 4,9 million per kilometer.

Nine other companies submitted bids for the tender. Four firms offered their services significantly cheaper than the winning bidder: Altkom Road Construction (225 million UAH), Dorlider (261 million UAH), Vita Construction (295 million UAH), and Dorstroy-LIM (301 million UAH).

Bids from eight competitors of PBS LLC were rejected due to complaints about local estimates for certain types of work. However, the nature of these complaints was not described in the relevant protocol. Therefore, the only competitor of PBS allowed to participate was Transstroymekhanizatsiya LLC, which is owned by the Bulgarian company Grazhdanmetropostavka AD and the Montenegrin company Komunspetsmontazh AD.

Lviv have long suspected this company of having ties to the MP after winning its first tender in 2015 for the repair of the same N-09 highway on sections in the Lviv region, costing 245 million hryvnias.

PBS received its last contract after Oleksandr Shevchenko caused a scandal during the start of repairs to the N-09 Mukachevo-Lviv road near the village of Bilshivtsi in the Halytskyi district on July 20. That day, the Ivano-Frankivsk Regional Road Administration (SRA) signed a corresponding agreement with the State Enterprise "Ivano-Frankivsk Regional Road Administration" to repair the section of the road at a cost of UAH 3,81 million. SRA Chairman Mykola Protsiv held a ceremony marking the start of the repairs right on the road.

However, MP Shevchenko from the BPP, along with his colleagues Mykhailo Dovbenko, Anatoliy Matviyenko, and Yuriy Derevyanko, caused a scandal. Mr. Shevchenko then complained that the company supposed to be repairing the highway was allegedly using improper technology. Therefore, the construction workers were forced to stop work. As journalists who arrived at the scene noted, MP Shevchenko was the one swearing the most. It was after this scandal that a tender was held, in which the Ivano-Frankivsk SAD rejected four much cheaper competitors to win the bid from Shevchenko's company, PBS. Meanwhile, Mykola Protsyva, who opposed Shevchenko, was dismissed from his position as director of the Ivano-Frankivsk SAD.

Officially, the primary owner of the Ivano-Frankivsk-based firm "PBS" is Ivanna Nepik, an employee of the Bukovel resort. Approximately 1.5 percent of the authorized capital belongs to Halyna Kolybabyuk, who also works at Bukovel. Ivanna Nepik is also a business partner (in Resursnaya Kompaniya LLC) of Viktor Shevchenko, the brother of MP Oleksandr Shevchenko. Meanwhile, for several years, Roman Rodzonyak served as the director of PBS. According to the publication "Zapad," he represents the Skorzonera firm, part of Ihor Kolomoisky's Privat Group, in construction projects.
