
As the telegram channel “Ukrainian Observer” recently reported, Mamoyan Suto Choloevich, a deputy from the Opposition Platform - For Life, will soon try to push "his" man into the leadership of the SBU in the Transcarpathian region, writes Anticorrosive
And this raises the question: who is Mamoyan Suto, who has the power to so decisively influence the appointment of heads of the Security Service of Ukraine in key regions of the country? After all, we have four and a half hundred members of parliament, but not all of them have the clout to influence the SBU. And not to mention an opposition member of parliament. Let's try to get to the bottom of this.
Suto Choloevich Mamoyan was born in 1981. He is Yazidi by nationality (this detail is only for the sake of understanding the origin of his name and should not be interpreted in any other way). He is a People's Deputy of Ukraine from the Opposition Platform - For Life party, number 33 on the party list. In 2015, he was a member of the Poltava Regional Council from the Party of Ordinary People. Sergei KaplinHe lives in the Makariv district of the Kyiv region. He has a secondary education. That is, he graduated from high school and that's it. But this didn't stop Suto Chaloevich from becoming a top-ranking civil servant, which is what a member of parliament is. However, that's the people's choice. Besides, having a university degree in modern Ukraine only means one thing: money. So it's unclear what's better: honestly admitting he didn't attend college or presenting a purchased diploma. And the lack of higher education is a mere trifle compared to Mamoyan's other "exploits."
Before describing these exploits, it's worth mentioning that the MP's father, Cholo Ashoevich Mamoyan, is a businessman and founder of several food companies. His younger brother, Serhiy Mamoyan, was a member of the Poltava Regional Council from the previous convocation of the Social Democratic Party. Last year, in 2020, he became a member of the Kyiv City Council from the Opposition Platform - For Life party.
Another relative of the MP, Rustam Sutko (he adopted this surname instead of his family name, "Mamoyan"), oversees the State Bureau of Investigation at the Prosecutor General's Office. Rustam's wife, Natalia, was directly connected to Rinat Akhmetov, working for his companies, namely Shakhtar Stadium LLC and Donbass Arena. Natalia's biological father, Vladimir Kovalevsky, served as head of the National Agency for Euro 2012 Preparations.
Now a little about the "exploits" of this then-non-member of parliament. Mamoyan Suto has a criminal record. While most of his colleagues were implicated in purely economic crimes, Mamoyan Choloevich is a simple man – in 2007, he was arrested by police for forcing a Dynamo coach into his Mercedes with an accomplice, beating him, and extorting one thousand dollars. The case, under charges of "extortion," "robbery," and "theft of documents," languished in the investigation and courts until 2013, when it suddenly "discovered" that the friends hadn't beaten anyone, but had stood up for a strange girl to whom a rogue Dynamo man had sold an old cell phone as a new one. A relative in the Prosecutor General's Office merely helped establish the "true" circumstances of the case. Furthermore, in 2009, another criminal case was opened against Mamoyan Suto – for an accident that resulted in a fatality. According to the case file, on August 21, 2008, Suto Mamoyan, driving on the highway at 139 km/h, crashed into a minibus, resulting in the minibus driver's death from his injuries. But here, too, the court showed compassion – the person found guilty of causing the accident, Mamoyan, was sentenced to a non-custodial sentence. He received a two-year probationary period.
None of this prevented the Opposition Platform – For Life congress from including Mamoyan Suto on its electoral list, and voters from casting so many votes for it that Mamoyan Choloevich received a parliamentary seat. And almost immediately, he became embroiled in a new scandal. Whether his education let him down, or whether his lack of clarity and lack of understanding that he had become a public figure and that this should be taken into account at least somewhat, remains to be seen. But Mamoyan, like other government employees, filed an income tax return. He also listed a small fleet of three vehicles: two Toyota Land Cruisers 200 and a Mercedes Benz G63. The purchase of new luxury cars by newly elected servants of the people no longer surprises anyone.
But Suto Choloevich managed to surprise even his seasoned colleagues and journalists. According to his asset declaration, he bought the Land Cruisers for the price of run-down Tavrias—each costing him 20,000 hryvnias (twenty thousand). That's $800. The Mercedes, for some reason, cost much more—3,900,000 hryvnias.

Understanding the true value of a Toyota Land Cruiser doesn't require much effort—just visit Avtoria, where even a burned-out Land Cruiser costs half a million. Not to mention year-old cars with no damage.
Moreover, on June 27, 2019, Suto Mamoyan became the owner of two apartments in the Zarechny residential complex on the banks of the Dnieper River in the capital, measuring 124,7 and 125,1 square meters. According to his declaration, he purchased them for 500,000 hryvnias each. However, the market price (which is also no secret) for such properties is $1,200 per square meter. It's easy to calculate how much the MP defrauded the state by multiplying the square footage of the apartments by the actual price.

Not just obvious, but brazen lies in the declaration, led the NABU to open a pre-trial investigation against Mamoyan Suto last July for knowingly submitting false information in his declaration. But almost a year has passed, and, as you can imagine, the situation remains the same.
And so, naturally, it comes as no surprise that Mamoyan was among those deputies who filed a petition with the Constitutional Court to declare criminal liability for lying in declarations unconstitutional.
Another interesting story is connected to Mamoyan Suto's cars: it was one of them that the man who stalked former Health Minister Ulana Suprun drove in June 2020.

"This evening, near my house, an unknown man tried to take a very provocative photo of me, shoving a phone in my face. He was acting very brazenly, as if he wanted to scare me," Suprun said at the time, filing a police report. You can guess what happened to him. We're talking about the report, of course, not the person.
Suto Choloevich also made his mark on the capital's nightlife. During the quarantine, when police were rounding up ordinary people on beaches and mercilessly fining them for not wearing masks in the woods, Mamoyan was partying with his colleagues, along with cheerful girls and the crime boss Nodar Rustavsky (Nodar Asoyan), at the Queen club:
According to media reports, it is Suto Mamoyan who ensures Nodar Rustavsky's peaceful life. The deputy allegedly pays $500 a month to senior officials at the Ministry of Internal Affairs to ensure law enforcement officers remain oblivious to the notorious thief in law in Ukraine.
Which, you must admit, is impressive.
This is especially true given the MP's income declaration, which states he earned 1,186,485 hryvnias in 2019, or approximately $44,000. Or, in other words, the salary for eleven days of quiet living for his influential friend. Incidentally, one million hryvnias of this "earnings" was "gifted" to him by his mother, Gyavaz Badrivna Mamoyan, a pensioner. Perhaps savings from previous years are helping – Mamoyan Suto declared $2,300,000, UAH 2,600,000, and €340,000.
And, since we're talking about the MP's relatives again, it's worth mentioning that his father, Cholo Ashoevich, is involved in the scandal surrounding the construction of Postal Square.
He owns two Kompot cafes on this square, and he (along with his entire family) was involved in an attempt to build a shopping and entertainment center on this site, destroying all the unique archaeological finds. True, in May 2019, the Cabinet of Ministers of Ukraine designated Pochtova Square a national archaeological monument, which somewhat curbed the developers' appetites. But the story of the shopping center's construction is far from over – criminal case No. 12015100120001272, initiated by the Podolsk District Prosecutor's Office and in which the name Mamoyan repeatedly surfaced, has been resubmitted to the Prosecutor General's Office. This is where, as you may recall, Rustam Sutko works. He is the one who renounced the family name Mamoyan and is Suto Choloevich's brother. And Cholo Ashoevich's son. And after Suto became a member of parliament, the family's position significantly strengthened. So we're looking forward to seeing how the development story continues.
We're also awaiting the 2020 tax return of People's Deputy Suto Choloevich Mamoyan, whose deadline is in a few days. I wonder what car and apartment he bought last year, and how much they cost him this time around.
