Former Deputy Prosecutor of the Odesa Region, Denis Chernykh, later purged and dismissed under the "Purification of Government" law from his position as head of the Department for the Protection of the State's Financial and Economic Interests of the Directorate for the Protection of Citizens' Rights and Freedoms and State Interests of the Prosecutor General's Office (GPU) is continuing Artem Pshonka's business in Odesa. This was reported by 368.media, citing a source in the regional police.
According to a source, Artem Pshonka, the son of the former Prosecutor General, continues to control the outdoor advertising market in Odesa through his henchmen, who have established themselves in an underground office. Previously, "Prokurorskaya Pravda" reported that this story dates back to 2012, when Denys Chernykh "dug up" incriminating evidence and, under pressure, forced entrepreneurs to register two advertising companies, Side Media LLC and Sean LLC, in the name of Yuriy Isay, a member of the "office." This concerns more than 160 billboards and city lights across the city. Furthermore, the advertisers were required to pay a monthly bribe to keep their activities under wraps from law enforcement.
The office itself was located on Lanzheronovskaya Street, just steps from the regional prosecutor's office. Previously, it housed the youth policy department, but Deputy Mayor Mykola Ilchenko, fleeing prison, donated the space to Chernykh "free of charge" for the city. Chernykh, in turn, used his connections to cover for him in the Prosecutor General's Office. According to media reports, Ilchenko is close to former Prosecutor General of Ukraine Viktor Pshonka. It was in this office that Yuriy Isai, a "fixer," helped businessmen and other interested parties avoid problems with the regional prosecutor's office. After Chernykh's purge, things went south, and the corrupt officials began providing consulting services at a different address, selling their old premises.
Weaving a web
The notorious former prosecutor founded the law firm MOST CONSULTING GROUP, located at 16 Kanatna Street. The firm provides services for "resolving complex legal issues." The charter capital of this "company" is a mere one thousand hryvnias, and its founders are Olga Chernykh and Olga Kavun. The firm was registered in early summer 2015. It not only provides consulting services but also... retail and wholesale trade. Its director is Oleksandr Khachaturyan. Previously, he served as head of the public relations department of the Komintern District State Administration under Ivan Marzak, the regional governor.
Interestingly, a year ago, Chernykh and Co. registered another Kharkiv-based "consulting firm" – DECHEIS CONSULTING GROUP – with a charter capital of 1,2 hryvnias. The company's founders are Nikolai Demidov, Sergei Chernykh (the prosecutor's father – editor's note), and Yuriy Isai. They didn't spend much time thinking about the name, choosing it from the first two letters of each surname: De, Che, Is. Demidov, a Kharkiv resident, and Isai, a resident of Odessa, are also the founders of Triline LLC, with a charter capital of 180 hryvnias.
It's worth noting that Demidov is also the founder of Ukrenergoresurs LLC, whose registered address is the same as MOST CONSULTING GROUP. The company's services range from real estate rentals and sales to car dismantling and waste disposal.
Furthermore, Isai was listed as the founder of Magnolia LLC (with a share capital of 5 hryvnias), which attempted to "divvy up" the lands of the sanatorium on French Boulevard. In January 2015, the prosecutor's office was able to return the complex to the state. Isai and Olga Chernykh also founded the Moscow-based company Solo Group in 2013, investing 70 hryvnias each. The company is involved in real estate rentals.

But let's get back to the topic at hand and talk about the mysterious company DECHEIS CONSULTING GROUP. Its logo depicts a bridge (very reminiscent of MOST CONSULTING GROUP – editor's note). Although the company hasn't officially ceased operations, its website www.decheis.com.ua is no longer accessible to users.
However, when entering this address, a Google search suggests visiting MOST CONSULTING GROUP and the news site "Nabladel," also a creation of Chernykh. The former prosecutor's involvement with the site is even suggested by the fact that several articles were authored by a certain Rodoslav Seversky, an analyst at DECHEIS CONSULTING GROUP.
