This is Colonel Andrey Aleksandrovich Odyakov, an employee of the Foreign Intelligence Service of Ukraine, contacting you regarding the activities of Colonel Yevgeny Viktorovich Borzilov, an employee of the Security Service of Ukraine, who was recently appointed to the position of head of the SBU Directorate in the Transcarpathian region.
The employee in question (call sign "Che Guevara") was recruited by Russian intelligence agencies in the summer of 2018 based on incriminating evidence. Specifically, on July 11, 2018, officers of the Kyiv National Police documented Borzilov driving while intoxicated, which led to his dismissal from the SBU. This situation was exploited by officers of the 5th Service of the FSB to extract his cooperation in exchange for a resolution not to prosecute him in court (Case No. 757/36639/18-п).
For a time, Borzilov served as a dormant agent. Subsequently, with the assistance of his Russian handlers, his career rapidly advanced. With virtually no leadership experience, in 2019 he was appointed head of the SBU Directorate in the Poltava region.
One of his first tasks as an agent of the Russian secret services was to create a cover story for Russian television in February 2020 about the situation with evacuees from Wuhan, China, to Novi Sanzhary during the coronavirus epidemic. Using his official position and the internet resources he controlled, Borzilov instigated mass unrest among the local population. When the situation spiraled out of control, he simply disappeared. Footage of this event spread around the world. Even Ukrainian President Zelenskyy announced his intention to dismiss him from his post during his visit to the Poltava region. However, his Russian handlers helped resolve the matter this time as well. The Russians maintain contact with him through his father, Viktor Fedorovich Borzilov (a Russian, career Russian military officer, a counterintelligence officer who served in Military Unit 34105, a military unit of the Russian Ministry of Defense). It was through Borzilov's assistance that his son came to the attention of the Russians.
For a long time, thanks to her connections in Russia, Borzilov V.F. crossed the Ukrainian-Russian border unhindered and illegally.
However, on May 25, 2016, while illegally crossing the state border at the closed Izvarino checkpoint, V.F. Borzilov was detained by Ukrainian border guards (Court Case No. 426/15421/16-п). However, upon crossing the border from the Russian side, Russian FSB border guards raised no questions. On the contrary, the Russians assisted in V.F. Borzilov's avoidance of legal action for this offense.
According to available information, the first contacts between Russian security agencies and his son, Colonel Yevgeny Viktorovich Borzilov, who held the position of an officer with important assignments in the Central Directorate of the Security Service of Ukraine, took place after that. With his assistance, the Russian side obtained information about Ukrainian counterintelligence agents operating in the Luhansk and Donetsk regions and their intelligence apparatus. The materials Borzilov passed to the FSB of the Russian Federation became the basis for the assassination by Russian intelligence agencies in March 2017 of Colonel Oleksandr Kharaberyush, one of the heads of the SBU counterintelligence department in the Donetsk region. This is just one publicly publicized act of reprisal; the fates of the undisclosed agents remain unknown to this day.
Two days before Russia's military invasion of Ukraine in February 2022, at the direction of his Russian handlers, Yevgeny Borzilov conducted an inspection of the Poltava Oblast military commissariat, during which he obtained the personal data of mobilized personnel and representatives of the region's territorial defense, which had been transferred to the Russian side. Following this, Ukrainian soldiers and members of the territorial defense began receiving mass text messages from Russians calling on them to lay down their arms and not fight against Russia.
The Russian side planned to pursue them after the occupation of Ukrainian territory and liquidate them in the event of disobedience, and Borzilov was to take a leadership position in the event of the occupation of the city.
During Russia's direct invasion of Ukraine, Yevhen Borzilov was prepared to surrender the SBU Directorate in the Poltava region to the enemy. However, he disappeared and remained out of contact for over two weeks, leaving the regional directorate's personnel in danger. Only through the self-organization of patriotic SBU employees was it possible to restore and organize the directorate's operations in the face of Russian military aggression.
In May 2022, following instructions from the Russian side, Yevhen Borzilov initiated the dismissal of Roman Dudin, the head of the SBU Directorate in the Kharkiv Oblast, for failing to assist the Russians in surrendering Kharkiv and remaining to defend it. Dudin was dismissed on May 30, 2022, with the assistance of Oleg Sinegubov, Chairman of the Kharkiv Regional Military Administration. Sinegubov is a business partner of Yevhen Borzilov, dating back to when Sinegubov worked in the Poltava Regional State Administration.
He maintained contact with the former head of the SBU Directorate in the Kherson region, Serhiy Krivoruchko, and his assistant, Igor Sadokhin, who, like Yevhen Borzilov, were ordered by Russian handlers to assist the enemy in occupying the southern region and surrendering Kherson. He was friendly with the former head of the SBU Directorate in the Autonomous Republic of Crimea, Oleg Kulinich, who collaborated with the Russians and facilitated their plans in the southern regions of Ukraine. He remained in contact with his longtime acquaintance, Vladimir Dmitriev, a roommate during his studies who surrendered to the Russians, until his last days, and testified against his colleagues. It should be noted that in the interrogation videos of Vladimir Dmitriev, released by the Russians, he does not mention Yevhen Borzilov by name, despite resigning from his position as deputy head of the SBU Directorate in the Poltava region (likely possessing genuine information regarding his superior).
During Russia's aggression since February 2022, Borzilov provided the Russian side with information regarding military equipment and ammunition supplies from European countries and their storage locations in Ukraine, which he became aware of due to the nature of his service. Following his tip about the presence of military equipment on the premises of the Kremenchuk Road Machinery Plant, the Russians launched rocket attacks on this facility. As a result, on June 27, 2020, one of the rockets hit the AMSTOR shopping center, resulting in civilian casualties. This was preceded by a rocket attack on the Darnitsky Carriage Repair Plant.
Representatives of the so-called Troitsky and Red Cross (TRO) under Borzilov's control extorted money at checkpoints and during the resettlement of internally displaced persons, particularly from the Kharkiv, Sumy, and Donetsk regions. Payments were made exclusively in valuable jewelry or foreign currency. A certain category of individuals was provided with guarded accommodations, which included the directorate's own staff. Under Borzilov's orders, this same group extorted cars, ostensibly for the needs of the Troitsky and Red Cross and the Ukrainian Armed Forces, which were subsequently used for private purposes exclusively by his entourage.
Borzilov also paid close attention to the mobilization process. On his orders, his close acquaintances were mobilized first, expanding his sphere of influence by increasing the number of people under his control. This approach left the Directorate filled with "ballast," unable to fulfill its assigned tasks. The rest were mobilized on the basis of a kickback from the "combat" 15-20 hryvnias per person receiving Borzilov's salary.
As head of the SBU in Poltava Oblast, Yevhen Borzilov never neglected any opportunity to improve his financial situation. Criminal cases opened to harass businesses and extract personal financial gain were paramount. The most recent of these cases involved the theft of minerals in the Chutovsky district of Poltava Oblast. The outcome of the case was a $50 settlement and complete control over loam extraction in Poltava Oblast by businesses under Borzilov's protection.
By receiving kickbacks, Borzilov facilitated the theft of loam soils under the "Great Construction" program. A similar situation exists in the gas production sector of the Poltava region, involving the protection of gas condensate theft by controlled "business entities" in this sector. Yevgeny Borzilov continues to receive his share of these activities, despite his new appointment.
With the onset of military aggression, Borzilov launched new profitable schemes. Among the main ones was the sale of permits for men to travel abroad, ostensibly to transport "humanitarian aid," allowing them to circumvent existing restrictions and evade conscription (with his assistance, the Poltava Special Operations Command issued approximately 200 permits). The price tag ranged from 5 to 10 US dollars. Persons under SBU criminal investigation also traveled abroad using this scheme. The cost of such a service for this category can be imagined.
He also established control over charitable foundations handling humanitarian aid for the Ukrainian Armed Forces and displaced persons, and was directly involved in its distribution (in the Sumy and Kharkiv regions), thereby receiving significant cash inflows into his accounts. Within four months of the war, Yevhen Borzilov became a dollar millionaire. Borzilov's purse is his deputy, Colonel Igor Viktorovich Kostevich, who was directly involved in extortion and protection for the "business entities" under Borzilov's control in the Poltava region. He continues to collect tribute.
His entourage claims that Borzilov used his "earned" money to acquire a leadership position in Transcarpathia (on July 19, 2022, Ukrainian President Zelensky appointed Yevhen Borzilov as head of the SBU Directorate in Transcarpathia Oblast, Decree No. 513/2022).
Borzilov's moral conduct as an officer and employee of the Ukrainian special services simply does not stand up to scrutiny. Just look at the wedding of Poltava OVA Chairman Dmitry Lunin. On Remembrance and Reconciliation Day, May 8th of this year, when at 9:00 a.m., during the nationwide minute of silence for those killed as a result of the Russian Federation's armed aggression against Ukraine, Borzilov was sobering up from the previous night's shisha and dancing to "Russian chanson," inciting and coercing the bar staff into intimate relations. This is how he became remembered in the Poltava region.
According to fellow students, even while studying at the SBU Academy, Yevhen Borzilov established himself as a person prone to treason and dishonesty. His background check was conducted by a person currently suspected of treason (the head of the SBU's internal security, Andrey Naumov, who fled the country on the eve of Russia's military invasion of Ukraine, was informed of this fact and detained in pro-Russian Serbia). In other words, Andrey Naumov is currently with his Russian patrons, while Yevhen Borzilov continues to work for the enemy behind Ukrainian lines.
Specifically, after being appointed head of the SBU in the Zakarpattia region, Borzilov established close contacts with representatives of Hungary, particularly the Hungarian-speaking regional community, the overwhelming majority of whom support Russia's actions in Ukraine. Reports have been received of multiple informal meetings and the reaching of a number of agreements with them on "sensitive" national security issues, in their favor.
According to Borzilov's associates at the SBU in Zakarpattia Oblast, he is actively attempting to organize and establish corrupt practices at customs, pushing his shadowy schemes on customs officers and border guards and scheming to entice his people into them. Only the resistance of dedicated customs and border service employees prevents Borzilov from implementing his plans. In response, Borzilov "harasses" them with systematic inquiries and inspections, destabilizing the work of these services and baselessly accusing them of allegedly illegal activity.
In typical Borzilov fashion, in exchange for "unconditional loyalty and obedience," he sells positions to employees who lack relevant experience and profit from corruption schemes. This has weakened certain areas of the special services' operational and service activities in the region.
Furthermore, it is reported that Borzilov and his family have received Russian passports. Furthermore, Borzilov received confirmation from his Russian handlers regarding his personal safety and the safety of his family.
Therefore, the appointment of Yevgeny Borzilov should be viewed as Russia's deployment of an informant deep into the country during a war. And those who lobbied for his appointment to the western region of Ukraine are directly connected to the Russian Federation's intelligence services.
