Volodymyr Pershin, a former aide to a Party of Regions deputy, will soon become the director of Kyivtransparkservice, a municipal enterprise, at the instigation of Ihor Nikonov, First Deputy Head of the Kyiv City State Administration. He will likely continue to bankrupt the enterprise by helping to transfer its profitable parking operations and the land under its overnight parking lots to private hands.
KV learned from an anonymous source in the Kyiv City State Administration that Vladimir Pershin had already completed almost all the necessary approvals before his appointment as director of the Kyivtransparkservice enterprise.
What can you do? All such appointments this year by Kyiv Mayor Vitali Klitschko's team have been made secretly, without any discussion of candidates or holding any relevant competitions for the positions...
"The Kyivtransparkservice public utility company, as strange as it may sound, is officially a low-profit enterprise. This won't change under the new director, for whom Igor Nikonov has selected Svyatoslav Piskun, a former assistant to the Party of Regions and former Prosecutor General of Ukraine. Volodymyr Pershin is known for his experience in driving companies to bankruptcy. The current Kyiv City State Administration leadership, which has little time left, needs such a specialist today," the source said.
According to a KV source, the Kyiv parking monopoly is set to continue to be bankrupted by transferring profitable daytime parking lots to private ownership.
And so-called overnight parking, they say, will be even more interesting. After the tax reform abolishes the parking fee, entrepreneurs will only need to allocate land to establish a parking lot and then profit from it. Currently, the Kyiv City State Administration allegedly plans to secure this for "their" companies by winning investment tenders.
"Considering the strong interest of our local government, represented by Nikonov, in the development and construction of K.A.N., and the fact that available land in Kyiv is becoming increasingly scarce (it's all built up with shopping malls, residential complexes, etc.), existing parking lots, which occupy a significant portion of Kyiv's land, would be an excellent option. Taking this land away from the community, under our legislation, would be easier than taking candy from a child. And once again, it's not hard to guess what fate awaits Kyiv's overnight parking lots," a source told KV.
