New scheme. In Odessa, residents are extorting half a million dollars from a developer to avoid disrupting construction.

$500 or a new home in Tsarskoye Selo, an elite residential development in Odessa—those are the conditions set by some of the neighbors of a new residential building at 127 Kastandi Street.

The developer's representatives received consent from all residents of the buildings surrounding the construction site; some were given extensions, and others were given small financial assistance.

However, at the last minute, Svetlana Krasota, a neighbor in building 129, reneged on her promise and demanded that her plot be purchased at a five-figure premium—for half a million dollars. After being refused, Krasota turned to "social activists" involved in real estate scams. One of them, Neonila Tkachenko, agreed to help Krasota for $10. Subsequently, Tkachenko, a "social activist," filed inquiries with all regulatory authorities. The purpose of these inquiries was to prevent the developer from carrying out the work on a formal basis. At the same time, the developer itself was approached with an offer to hush up the conflict. This time, the amount in question was 1 million hryvnia.

Having failed to receive the desired ransom, Krasota persuaded another neighbor, Elena Kotsupey, to go to court. They agreed with Judge Mikhail Kravchenko of the Odessa District Administrative Court to issue a knowingly unjust decision against the developer.

The developer claims the court's verdict will not stand up to appeal, as it was issued with numerous violations. However, this type of neighborly racketeering has crossed all boundaries, and he himself has filed a complaint with law enforcement regarding the extortion. The corresponding criminal case has already been added to the register of pre-trial decisions and assigned number 12015160480003296, the developer says.
