As reported on our website in November 2014, gold was stolen from the Odessa branch of the National Bank of Ukraine. As a reminder, during an audit of the Odessa branch of the NBU, a Kyiv audit team discovered the substitution of 999-carat gold. At the time, the NBU's management tried every means possible to cover up the incident, from bribery to physical threats. Following the auditor's insistence, the acting head of the Odessa branch, Volodymyr Podoprigora, filed a report with the Primorsky District Police Department of Odessa regarding the misappropriation of NBU valuables by cashier Yuriy Nosikovsky. The case later stalled in the police department, but due to the media frenzy, Interior Minister Avakov took personal control of the investigation.
It turned out that no investigative actions were carried out in this case. The suspect, cashier Nosikovsky, is not wanted and remains listed as an NBU employee in the Odesa region. However, he is located in Crimea and receives his salary and all bonuses from ATMs located in the NBU office in Crimea.
It was also established that the cashier was physically incapable of stealing the gold and cash on his own. His actions were monitored by several senior officials of the NBU's Odesa Oblast office. When purchasing gold, all cashier actions are monitored by video surveillance—including the acceptance, inspection, and transfer of valuables to the vault. According to instructions, the head of the cash handling department is required to monitor the employee's actions online and, after the end of the working day, be inspected by security personnel for possible theft.
Thus, Ministry of Internal Affairs officers have established that S.D. Martynenko, Deputy Head of the NBU Office in Odesa Oblast, was involved in the gold theft. She has been charged. According to NBU officials, Martynenko has managed the cash desk for over 10 years, and all major transactions are carried out solely on her instructions and under her control. Furthermore, Martynenko recruited Nosikovsky to work at the NBU Office in Odesa. The investigation is currently ongoing.
