New Real Estate Scams: A Private University Owner and a Notary

Beware of scammersThe Kyiv Regional Police Department of the Main Directorate of the Ministry of Internal Affairs of Ukraine, together with the Kyiv District Prosecutor's Office of Odesa, uncovered yet another group of fraudsters who were defrauding gullible tourists and foreigners. Remarkably, these individuals were not penalized for their actions, but rather engaged in grand scams. The organizer of this gang was the notorious Natalia Idiyatullina, who is the actual owner of the Prosvita school-lyceum and the private Institute of Entrepreneurship and Law.

Previously, N. Idiyatullina, having previously mortgaged her summer house and plot of land, decided to modestly not pay the bank. And really, why spend extra money?

However, in 2014, she learned that her neighbors were looking for another summer house for their children, and she decided why not sell it to someone else? This would have been fine, but the mortgage liens and restrictions were registered in the registry, which was a significant problem, as by law no notary would conduct such a transaction without the bank's consent.

However, a specialist was found – the well-known notary R.V. Frolova.

This notary is widely known in real estate circles as a notary who can handle anything—from unauthorized powers of attorney to transactions involving violations. Many real estate agencies refuse to work with any documents prepared by this notary. However, the out-of-town buyers had no idea that they were dealing with a notary with a clearly tarnished reputation.

So what actually happened? It's all very simple: the notary printed out the contract as usual, the parties settled the accounts, and signed it. A little later, the denouement arrived: as it turned out the next day, the contract hadn't been registered in the registry, the form it was written on was listed as damaged, the seller remained the owner, and the property was encumbered by a mortgage of over $700,000.

It might seem difficult to understand how this is possible, and why the notary hasn't been held accountable. It's all very simple: Notary R.V. Frolova is the wife of Mr. Sergei Viktorovich Burmekha, who served long and fruitfully as the head of the personnel department of the Main Directorate of the Ministry of Internal Affairs of Ukraine in the Odessa region. Under her husband's protection, notary R.V. Frolova carried out her shady dealings, and she had no fear of the police. Mr. S.V. Burmekha's declaration, filed during his time with the police, deserves special attention. The amount of property in it partially explains the source of the family's wealth and income. Knowing R.V. Frolova's capabilities, N.A. Idiyatullina approached her for a similar service. What's so bad about it? An hour's work and $750,000 in your pocket—basically a decent income in one day.

Upon learning that the victims had contacted the police, R.V. Frolova and N.A. Idiyatullina raced to the offices of the Odessa Regional Prosecutor's Office and the Main Directorate of the Ministry of Internal Affairs of Ukraine in the Odessa Region to "close the matter." While the new Georgian team at the Main Directorate of the Ministry of Internal Affairs doesn't bother with such "deals," more than one person at the Odessa Regional Prosecutor's Office was willing to "resolve the matter." Dozens of calls immediately poured in, asking for the criminal case to be closed.

Today, such cases are not only a challenge to society but also a serious test for law enforcement, an indicator of whether they are prepared to live without corruption and bribery. Unfortunately, the old school still holds sway, and so fraudsters sometimes enjoy impunity for long periods.

Incidentally, more than one or two similar cases have been registered against both N.A. Idiyatullina and R.V. Frolova, in which the victims are hoping for justice and accountability, but the criminal tandem remains at large. The damage from their crimes amounts to tens of millions of hryvnias.

But let's hope that the Odessa Regional Prosecutor will pay personal attention to this case and make every effort to ensure that the criminals are punished.
