The new chief of police for the Kyiv region, Vadim Troyan, previously worked for a telecommunications company associated with the inner circle of Interior Minister Arsen Avakov.

From 2010 to 2012, Troyan headed Odesa Digital Communications LLC, part of a group of companies providing telecommunications services under the Triolan brand (cable TV, internet). This brand belongs to Kharkiv-based companies controlled by Oleksandr Lipchansky. He headed the Press and Information Department of the Kharkiv Regional State Administration during Arsen Avakov's governorship.
Kharkiv Mayor Gennady Kernes called Avakov and Lipchansky partners; in 2006, they were elected to local councils from the BYuT.
In 2011, Triolan's ownership structure changed, resulting in the airing of the Kharkiv television channel ATN, in which Avakov was an investor. Kernes called this a "dispute" between Avakov and Lipchansky.
Following this “dispute,” Troyan resigned from Odessa Digital Communications and in 2012 became the director of City Investcom LLC (Brovary, Kyiv region), which focused on local Internet networks.
In 2014, Troyan became deputy commander of the Azov Regiment, a unit of the special patrol police service of the Main Directorate of the Ministry of Internal Affairs of Ukraine in the Kyiv region and based in Mariupol.
Troyan registered as a candidate for the snap parliamentary elections in District No. 51, centered in Horlivka, but the elections did not take place because the district is controlled by the DPR terrorist organization.
As a reminder, Avakov announced Troyan's appointment on October 31. "Vadim is a graduate of the Ministry of Internal Affairs University, Vadim has experience, and we are all grateful to Vadim for his combat exploits. He liberated Mariupol with the Azov Battalion, he was at Ilovaisk, and he fought in the battles near Shyrokyne. We trust him," Avakov said at the time.
