The new head of the Odessa district police department, Vadim Parfentiev, is a bribe-taker and corrupt official.

bribe takerRecently, there was a rotation of district police chiefs in Odessa. Oleg Stratievskyi left for Illichivsk, and his place was taken by General Katerynchuk's protégé, his friend and relative, Vadim Parfentyev.

He worked in Illichevsk—he arrived in the summer, and guess what the first thing he did? He imposed taxes on everyone, even on the old ladies who sold goods on the beach. All the beach vendors had given the police a few kopecks their whole lives, which meant they could repair their cars and fill up with gas, but when Parfentyev arrived, every old lady from the beach was in his office within two days and was immediately put on a salary of 50 hryvnias a day. He told the police officers that if they bothered him, they'd be thrown in jail. Their salaries dropped from 2400 hryvnias to 1800 hryvnias after his arrival. And he always used General Katerynchuk as cover.
When you don't come into his office, he gives you a list of things you need to buy for home. It even got to the point where patrol cars would bring him a pack of mayonnaise for a salad at night. But there were also times when he would set some employees' salaries at 8000 hryvnias and immediately take half for himself.
Odessa police have already told the following story about him:
"He summons the GSBEP officers and says: 'Grab your shoelaces and go to the most exclusive stores on Deribasovskaya Street. Let the shoelaces come in and pick out the most expensive clothes.' And then, when it comes time to pay, let the shoelaces say: 'Oh, I don't have any money, take dollars or euros,' and the store employees say, 'Okay, fine.' And then, suddenly, officers from the Primorsky GSBEP show up! BAM! What are these—illegal foreign currency transactions?' Okay, whatever the cost, the figures weren't achieved. But Parfentyev says when all this happens, summon the store owner and come to me for a private conversation. If he agrees to take a paycheck and pay the police every month, then there's no need to register anything. If he doesn't, then register the material and we'll take over this store. And if anyone calls, let them call General Katerynchuk, he's my protection. That's how it is!"
Parfentiev is truly a smart guy, but it's a shame it has nothing to do with his work in Ukraine's internal affairs agencies. He truly is the "best" bribe-taker and corrupt official.
No wonder he was kicked out of the Chernihiv police department; he's quite the man. One topic: MONEY! What kind of work is there? He set things up in Ilchevsk, everyone's so relaxed that the new boss, Stratievsky, hasn't even been able to get them all together yet. He's hired secretaries (never had such a glamorous office under Yastremsky, Kravchenko, or Stratievsky).
He's Kater I.P.'s godfather (Katerynchuk). So draw your own conclusions. As long as Kater exists, he's in the clear. And he learned how to work like that from the Luhansk Horde, which inhabited our region for a long time. They, too, shaved everyone down to the bone.
