The Department of Social Welfare of the Odessa Regional State Administration has prepared an order to allocate 255 hryvnias for the rehabilitation of veterans at the Shuravi Rehabilitation Center for Internationalist Warriors, despite the fact that such a rehabilitation center does not exist and is not listed in the state registry.
According to available information, the funds are planned to be transferred to Vivat LLC, which operates without any legal basis under the guise of the Shuravi Rehabilitation Center for Internationalist Soldiers. In reality, this enterprise is nothing more than a recreation center, where any rehabilitation, much less health improvement, can be avoided.
The aforementioned “rehabilitation center” is headed by Afanasiy Petrovich Radukan, the former chairman of the Odessa regional organization of the Ukrainian Union of Afghanistan Veterans.
To prevent the misuse of budget funds and ensure the treatment and rehabilitation of veterans in specialized medical facilities, the Odessa Regional Organization of the Ukrainian Union of Afghanistan Veterans appealed to the Governor of the Odessa Region to investigate this situation and hold those responsible accountable.

We inform and inform you about the possibility of non-targeted contributions from the regional budget transferred to targeted assistance and sanatorium-resort treatment for war veterans, including military-internationalists, for the program of supporting disadvantaged communities of the population for 2014 - 2015.
The Department of Social Protection of the Population of the ODA is preparing a draft order for the provision of targeted targeted assistance to 170 war veterans for their requests for recovery at the so-called “rehabilitation center “Shuravi””, on the sum is over 255 thousand. UAH
We respect that we cannot sign the draft order for the following reasons:
1. The organization, installation or enterprise with the name “Rehabilitation Center for Internationalist Warriors “Shuravi” is not true. Information about the sovereign registration of a designated legal entity is in accordance with the Law of Ukraine “On the sovereign registration of legal and physical characteristics” every day, then not registered according to the established procedure.
2. The regional program for the allocation of budgetary funds for the rehabilitation of veterans is transferred only to the sanatoriums of the region (item 1.12 directly and at the entrance to the programs), and in establishments that are subject to the same state accreditation and License for medical practice from the Ministry of Health of Ukraine to carry out such activities. It is understood that the title “Rehabilitation Center “Shuravi”” does not require any permissible documents.
3. The funds that are transferred to veterans will actually be transferred to the assets of Vivat LLC, which is the authority of the group. Radukan A.P., a senior kerivnik of the regional organization USVA, in fact there will be vikorstans for no reason.
Previously, we paid respect to those who under the guise of “improving the health of internationalist warriors” Radukan A.P. actually implements the Shakhrai scheme for allocating budget funds allocated from the regional budget for targeted assistance to veterans. To implement this scheme, a vikoryst plot of land was allocated for the creation of a Rehabilitation Center for Internationalist Soldiers (village Karolino-Bugaz, st. Studentska, 18).
Although no rehabilitation center has been created, instead of a new one there is a private base serving the Vivat LLC, which has nothing to do with sanatorium-resort facilities. Previously, the authorities of Vivat LLC were transferred by court decisions and were subsequently placed on this business. Until 2009, huge sums of budget funds of 400 - 600 thousand were wasted. UAH nothing for the health of veterans, but in fact for the security of the activities of the said base in order to develop the financial business of the city. Raducana.
At the same time, as a result of the shortage of travel packages in the region, there is a serious problem of sanatorium-resort treatment for veterans at facilities that may have a corresponding certification, so we respect the immorality of spending budget money on to support someone's high-quality business in that hour, if veterans do not have the opportunity to refuse qualified sanatorium-resort treatment.
In order to prevent the unnecessary loss of budgetary expenses and the possible destruction of anti-corruption legislation, we propose and enforce:
1. Entrust a thorough verification of documents on the basis of which the preparation of a project order for the provision of targeted assistance for recovery at the so-called “rehabilitation center “Shuravi”” is carried out on the basis of legislation of Ukraine, anti-corruption law.
2. Ensure effective public control over the allocation of budget funds and strict adherence to legislative principles in the provision of targeted material assistance in sanatorium-resort treatment and health improvement for the regional budget, and itself: individual approach, vision, democracy, social justice, democracy, the necessity of eliminating, preventing any manifestations of corruption in the face of the loss of budgetary funds.
3. Confirm the procedure for the allocation of budget funds transferred for targeted assistance to veterans of the war in Afghanistan and on the territory of other countries, including scholarships for disabled war veterans in accordance with our provisions (added).
4. Ensure the payment of funds from the regional budget to the sanatorium-resort treatment and rehabilitation of veterans of all types with praiseworthy regional decisions, including in sanatoriums, which may a unique national accreditation and a license for medical practice from the Ministry of Health of Ukraine to carry out such activities.
