Because today, most investigators and prosecutors are focused not on their work but on making money. Bringing real criminals to justice isn't their interest. They're far more interested in terrorizing businesses.
To do this, you must first register in the Unified Register of Pre-trial Investigations any statement or report from the investigator himself.
After this, begin to carry out so-called “investigative actions”: conduct searches at the enterprise, endlessly summon enterprise officials for questioning, confiscate documents, computer equipment, freeze accounts, etc.
With such actions, the "guys in uniform" want to persuade the head of the enterprise to come to them with a request to "resolve the issue," which, in essence, means to stop terrorizing the enterprise.
For example, for several months now, "law enforcement officers" (head of the tax police investigative department Anna Yashina, investigator Inna Bazarnaya, prosecutor of the Odessa regional prosecutor's office Gennady Uchitel) have been terrorizing one enterprise that supplies food products to children's educational institutions.
Throughout 2014, various agencies inspected the enterprise more than ten times. No violations were found.
But the "guys in uniform" are standing their ground. Recently, Judge Yu. S. Kushnirenko of the Primorsky District Court of Odessa granted their "request" to search the enterprise. The judge authorized the investigator to seize whatever he deemed necessary from the enterprise. (A more detailed description of Judge Yu. S. Why was it necessary to legislate judicial oversight of investigations if judges don't even read the case materials when making decisions?
