On April 29, 2015, the Khadzhibey Sanatorium held a price bidding for the purchase of food products for the sanatorium. Three companies participated in the bidding: Masis Express, Yeremeevsky Meat Processing Plant, and Mustang Ltd. The bids were UAH 679,602.00, UAH 423,920.00, and UAH 667,520.00, respectively.
According to the minutes of May 07, 2015, the proposal of Yeremeevsky Meat Processing Plant LLC was rejected, although it was more advantageous for the customer from an economic point of view, since this participant’s price was much lower.
However, despite the obvious benefit, the competitive bidding committee decided not to take the proposal into account and rejected it, citing the fact that the order appointing the director was drawn up in Russian and was not translated, the certificate of no criminal record of the company's officials was issued more than 10 days before the submission of the proposal, as well as similar formal reasons.
Thus, food products for the sanatorium will cost the state 250 thousand hryvnia more.
Following the rejection of a cost-effective bid, the public organization "Rule of Law" contacted the tender customer and the competent authorities of the Odessa region to conduct investigations into the legality of the actions of the competitive bidding committee officials and to cancel the bid.
