
Danilov: Oligarchic clans currently have no influence on Ukrainian politics

Danilov admitted that the war complicates work on the registry. The government doesn't control parts of Ukrainian territory, making it difficult to assess the financial status of some individuals. However, according to the Secretary of the National Security and Defense Council, the anti-oligarch law is already in effect.
According to Danilov, oligarchs are taking steps to avoid being included in the register.
Direct speech: "Its goal (the registry – ed.) is to build a transparent system and fairly regulate relations between business, government, and society. Instead of oligarchs, we want businessmen who will create jobs.
It was the system that allowed the oligarchs to function. It wasn't the goat's fault that it ate the cabbage from the unfenced garden. We didn't have fences, so anyone could eat that cabbage.
Currently, the oligarchic clans have no influence on Ukrainian politics; due to the war, they are losing influence in the country. I don't know what the future holds, but I would like for this issue to never come back to us.".

- On September 23, 2021, the Verkhovna Rada adopted a law on oligarchs. According to the document, the criteria for recognizing an oligarch include significant influence on the media; participation in political life; being the ultimate beneficial owner of an enterprise that holds a monopoly position in the market for a consecutive year and maintains or strengthens this position; and having a confirmed asset value (and the business entities of which they are the beneficiary) of more than UAH 2.27 billion.
- In December 2021, Secretary of the National Security and Defense Council Oleksiy Danilov predicted that if the oligarch law is implemented as planned, the first officially designated oligarchs in Ukraine would be considered at a meeting of the National Security and Defense Council on May 20-25, 2022.
On June 9, 2022, the head of the National Agency for Corruption Prevention, Alexander Novikov, stated that the war had rendered the idea of creating an oligarch registry obsolete. - In July, Danilov stated that the oligarch registry was ready, and that the entities submitting the petitions were preparing the relevant documents for submission to the National Security and Defense Council. Names should appear in the registry after the National Security and Defense Council decides to recognize a particular individual as an oligarch.
