The State Fiscal Service of Ukraine managed to detect and stop a large-scale corruption scheme involving the sale of medical equipment in Ukraine by Medexim LLC.
Medexim LLC, according to the company’s official website, positions itself as “a representative of a number of world-renowned companies: Esaote, Medispeс, Asclepion Laser Technologies, BeamMed, СIVCO.”
"Our company has a well-developed network of regional offices in Ukraine and neighboring countries. Our central office is located in Kyiv, the capital of Ukraine," states the company's website.
The fact that Medexim LLC actually “operates” throughout Ukraine is confirmed by the fiscal service.
In particular, as part of the investigative actions and a series of searches at the company's offices, the State Fiscal Service managed to seize documents that eloquently speak to the wide geography of this firm's corrupt activities.
Investigators claim that bank cards, invoices, and computer equipment belonging to Medexim LLC, which are now evidence in the criminal case, confirm that the company imported various medical equipment (including well-known brands) into Ukraine and then sold it to state hospitals through tenders. Moreover, Medexim LLC inflated the prices of its products by at least three times, thereby fleecing the state of millions of hryvnias. The State Fiscal Service has yet to determine how long Medexim LLC has been profiting from tenders. Consequently, the amount of losses incurred will then be clear. However, according to data from the company's official website, they have been operating in Ukraine since the Yanukovych era in 2012.
Meanwhile, investigators have seized medical equipment worth over 50 million hryvnias from the offices of Medexim LLC. Furthermore, it has already been proven that one of the company's "turnarounds" cost the state over 15 million hryvnias in losses.
While the investigation into this criminal case continues, investigators are working to halt a number of other tender procedures in which Medexim LLC is currently participating.
Moreover, the State Fiscal Service is also seriously investigating the firm's partners, who may have directly or indirectly assisted Medexim LLC in its corruption schemes. Investigators are not yet specifying which foreign companies are involved, but they explain that among Medexim LLC's domestic partners, they are investigating companies such as Medholding, the VIRTUS Institute of Plastic Surgery, the Endoforce Endoscopic Surgery Training Center, the Center for Extracorporate Lithotripsy, as well as the Association of Ultrasound Diagnostic Specialists and the Ukrainian Doppler Club.
In general, Medexim LLC supplied a wide variety of medical equipment to hospitals in Ukraine, including ultrasound machines, MRI machines, X-ray machines, shock wave machines, defibrillators, laser equipment, gynecological chairs, ENT chairs, operating tables, dialysis chairs, and more.
