According to the website "Nashi Groshi," citing the "Bulletin of State Procurement," on December 2, the state-owned enterprise Ukrzaliznychpostach cancelled a tender for the purchase of 33 tons of diesel fuel. The deal was expected to be worth UAH 627 million.
Six bids were submitted for the auction. The minimum fuel price was UAH 20,5 per ton, although market prices for large wholesale quantities of fuel in November were approximately UAH 18 per ton.
Bids were submitted by Tekhoil LLC, three companies from Ihor Kolomoisky's group (Ukrtatnafta, Ukrnafta, and Avias), as well as the state-owned enterprise Ukrtransnaftoprodukt and Ukroilprodukt LLC. Suppliers from MP Ihor Yeremeyev's group did not submit bids.
Moreover, UkrOilProduct's bid was the cheapest – 20,480 thousand UAH/t, while the state-owned company, which had never won a single tender before, offered fuel at 20,6 UAH/t.
As a reminder, Ukrtransnaftoprodukt and Ukroilprodukt LLC were implicated in the scandal surrounding the seized diesel fuel of fugitive businessman Serhiy Kurchenko. The fuel was stored at a Rosneft facility near Kyiv under a court order. In October, it began being removed from there, under the cover of machine gunners, allegedly to another storage location. Officially, the seized fuel was to be subsequently sold at a price set by a special commission. Subsequently, reports emerged that the private company Ukroilprodukt was selling the diesel fuel at below-market prices.
The company "Ukroilprodukt" is part of the "Factor" group of companies owned by Serhiy Tyshchenko, Olena Tyshchenko's ex-husband. Following the Maidan protests, Tyshchenko was appointed head of the Interdepartmental Working Group on Anti-Corruption Legislation. She was invited by then-acting Head of the Presidential Administration of Ukraine Serhiy Pashinsky. In an interview with "Ekonomichna Pravda," Olena Tyshchenko warned against selling Kurchenko's confiscated fuel at a reduced price.
Ultimately, however, the tender was cancelled and the bidding did not take place. This is explained by the fact that there were complaints against all bidders, including inconsistencies in some of the documents submitted. Another interesting point is that the tender was cancelled the day after Ukrzaliznytsia CEO Borys Ostapyuk was dismissed.
