One of the largest children's clinics, Okhmatdet (Kyiv), was in dire need of completing a new hospital building and purchasing medical equipment for it, which was entrusted to the state-owned enterprise Ukrmedproektbud. Representatives of the state-owned enterprise could think of no better solution than to enter into a contract with the commercial enterprise Ukrprofmed, which was nothing more than a simple corruption scheme—a kickback.
Businessmen from Ukrprofmed, in collusion with officials from Ukrmedproektbud, artificially inflated the cost of work and equipment by 9,2 million hryvnias, which was supposedly to be distributed among three defendants (the exact amount is still being determined). The swindlers managed to obtain funds from the state budget, but only to use them as evidence of corrupt activity for SBU officers.
The Security Service of Ukraine and the National Police have now issued notices of suspicion to the trio under Part 2 of Article 364 and Article 191 of the Criminal Code of Ukraine (large-scale theft of state property, conspiracy, and abuse of office). Preventive measures will be announced to the suspects shortly, and the pre-trial investigation is ongoing.
