On November 30, 2000, the Kyiv City Council transferred a 0,10-hectare plot of land at 9a Borichev Tok Street to Vasily Gureev for private ownership. The land is located within the Ancient Kyiv State Nature Reserve, 200 meters downhill from St. Andrew's Church. Construction of a six-story business center is currently underway on this land, which could lead to the destruction of St. Andrew's Church. The hill is prone to landslides, and reinforcement work has already been carried out there.
In September 2008, the construction project for a six-story building on Borichev Tok was approved. The client for the construction was Ukrndimyasomolprom CJSC. In November of last year, Ukrndimyasomolprom CJSC was reorganized into Ukrndimyasomolprom LLC, owned by Vasily Gureyev, Interbusiness Invest LLC, and Euroreserve Company LLC.
As is well known, Vasyl Gureyev headed the Ministry of Mechanical Engineering of Ukraine until 2000, and was then elected as a People's Deputy of Ukraine and served in the Party of Regions faction during the 4th, 5th, and 6th convocations. His daughter, Vera, along with Yuriy Derevyanko and TK Credit Bank (owned by Party of Regions member Yuriy Ivanyushchenko), are known as the founders of the Ukrainian Sailing Support Fund.
According to Zerkalo Nedeli, Yuriy Derevyanko and Vasily Gureyev were previously involved with a group of firms (Art-Master and 3-T). In recent years, together with the EDAPS concern, they oversaw the operation of the Ministry of Justice's state registries, including the Unified State Register. Former Justice Minister Elena Lukash has repeatedly stated that the state spent approximately $400 million on the services of these firms.
As a reminder, Yuriy Derevyanko has been a member of parliament since 2012 and won the snap parliamentary elections on October 26 in a single-mandate constituency in the Ivano-Frankivsk region representing the Volia party. Derevyanko was also the main sponsor of the Volia party's election campaign.
After the elections, Yegor Sobolev, one of Volia's leaders (who ran on the Samopomich list), stated that "it was a huge mistake to invite Yuriy Derevyanko into the party and into the creation of lustration legislation. He is a very talented fraudster, behind whom are huge groups siphoning off taxpayers' money."
In response, Derevyanko stated that he would demand a retraction of these words.
