The High Anti-Corruption Court (HACC) has sentenced the general director and commercial director of the Pavlograd Chemical Plant Scientific and Production Association, a state-owned enterprise, who obtained income through intermediary firms and caused damage to the state. This was reported by the Specialized Anti-Corruption Prosecutor's Office.
We are talking about the director of the state enterprise, Leonid Shiman, and the commercial director, Valery Kirilov.
"On August 12, 2026, a panel of judges of the High Anti-Corruption Court (HACC) announced its verdict against the CEO and Commercial Director of the State Enterprise 'Pavlograd Chemical Plant'. They were accused of abuse of office, which caused damage to the state in the amount of over 43,3 million hryvnias ," the statement reads.
The court found the individuals guilty of committing the crime. The HACC's verdict may be appealed within 30 days of its announcement.
The court sentenced the CEO to 5 years' imprisonment, with a 3-year ban on holding positions involving organizational, managerial, and administrative functions, and a fine of 17 hryvnias.
The commercial director was sentenced to 4 years and 3 months in prison, with a three-year ban on holding relevant positions, and a fine of 15,300 hryvnias.
The court also upheld the prosecutor's claim and ordered the convicted defendants to pay over 36 million hryvnias in compensation for damages caused by the crime, SAP reports.
As part of a pre-trial investigation conducted by detectives from the National Anti-Corruption Bureau, it was established that officials organized a corrupt scheme for the sale of products manufactured by a state-owned enterprise through controlled intermediary companies.

However, the actual delivery of products (explosives) was carried out without the involvement of intermediary companies, that is, directly from the factory to customers - mining companies.
If customers approached the plant directly, state-owned enterprise officials refused them and suggested collaborating through intermediary firms whose prices were inflated.
The implementation of this corruption scheme caused damage to the Pavlograd Chemical Plant in the amount of more than 43,3 million UAH.
The materials concerning the accused's accomplice, namely the director of the intermediary companies, have been separated into a separate proceeding due to his search, the prosecutor's office added.
