Plans for the New Budget Year. Kyiv City State Administration Deputies' Ratings (November 24-28 + Monthly Results)

kgha

Last week (November 24-28), Kyiv City Council deputies sent 39 appeals to the Kyiv City State Administration, mostly asking for solutions to the everyday problems of their constituents. However, some deputies also raised larger issues, such as the creation of youth development centers, the abolition of building insulation to prevent corruption, the renovation of the Trade Union House, the dismissal of the director of the Kyivkinofilm enterprise, an increase in the number of municipal parking spaces, and permission for families of ATO veterans to collect financial assistance.

KV learned of this from the Public Information Accounting System on the Kyiv City State Administration website.

Plans for 2015 year

Many deputies, sensing the approach of the new budget year, have already begun asking for funds for "their" districts to repair housing, playgrounds, hospitals, and so on. Konstantin Yalovyi, elected in a single-member constituency in the Shevchenkivskyi district, has already announced the need to calculate and allocate the necessary funds for the reconstruction of Nyvky Park, as well as roof repairs for some buildings.

Svyatoshinsky's "guardian," Alexander Pabat, sent three lists of sites where, in his opinion, heat rehabilitation, reconstruction of heating systems, road repairs, and landscaping of residential areas are needed next year. He also asked that Lake Vira be remembered, which is currently "nobody's property" and requires funding for the paperwork necessary to transfer it to the Pleso municipal enterprise for maintenance and operation.

Oleg Kalinichenko also warned the Kyiv City State Administration in advance of the urgent need to repair heating networks and central heating stations in the Teremki 2 microdistrict, for which funds must be allocated in the 2015 budget.

Yuriy Leshchenko took care to report on 63 objects (roads, playgrounds, facades, entrances, steps) in Obolon.

Current issues

Many of the capital's elected officials last week also focused on the current or even urgent needs of their voters.

For example, a collective appeal to Kyiv Mayor Vitali Klitschko was written by majoritarian candidates from the Shevchenkivskyi district, Oleg Garyaga (head of the Shevchenkivskyi District State Administration), Oleksandr Brodsky, Yulia Lymar, Valentyna Mandryk, and Kostyantyn Yalovyi, asking for additional funding of 12 million hryvnias for building repairs that are almost completed.

Vladislav Mykhailenko asked city officials to increase the number of municipal parking spaces in Obolon, citing complaints from voters about cars on sidewalks and lawns. The deputy also called on Klitschko to order the cleaning of the city's drainage system and to inspect the condition of playgrounds and sports fields.

Valentina Mandryk advocated for the restoration of bus route No. 527, which is needed by residents of the city center.

Similar requests were also sent by Vladimir Bondarenko and Bohdan Hannokha.

Land and urban planning

Traditionally controversial development and land issues in the capital continue to plague Kyiv City Council members. At the instigation of voters, they demand that officials verify whether construction is being carried out legally and provide contracts with investors.

For example, Mr. Mykhailenko expressed concern about the legality of construction on the grounds of the Izumrudnaya recreation center, as well as practically adjacent to one of the Obolon courtyards. As a result, the deputy asked the Kyiv City State Administration to send him all information on land transferred for ownership or lease within the boundaries of his 30th district.

Konstantin Yalovoy and Maksym Gapchuk were concerned about commercial extensions on the ground floors of communal buildings. They believe this constitutes an illegal encroachment on sidewalks that must be combated.

Gapchuk also asked for comment on reports that renovations to the Trade Union Building on Maidan are being carried out without the approval of city services, and that no one plans to demolish the illegally constructed upper floors.

Galina Yanchenko pointed out to officials the investor, who had failed to fulfill the terms of the contract with the authorities but was continuing construction, and demanded that action be taken.

Meanwhile, several parliamentary appeals to the city state administration last week sought support for land or communal space allocation. For example, Tatyana Melikhova requested land for a disabled people's public organization to use for gardening, while Alla Shlapak requested an extension of the lease for non-residential premises for the OSN Directorate.

Sergei Paliy spoke in favor of the need to build a road from the Novopecherskie Lipki residential area.

Global

Vladislav Mykhailenko addressed global issues in his parliamentary inquiries, pointing out to Klitschko the poor quality of road repairs, the need for landscaping in residential areas, the implementation of a "Single Window" system in the city's administrative and permitting agencies, and the creation of youth development centers.

Oleh Kalinichenko stated that Kyiv City State Administration and District State Administration officials are profiting handsomely from insulating municipal buildings, as their estimates are based on costs twice the market price. Therefore, the deputy proposed not to carry out thermal rehabilitation, but only to repair glaring holes, to avoid corruption.

Elena Galushka proposed allowing ATO participants' families to receive financial assistance, as the soldiers themselves are not always able to write an application, have it notarized, and then travel to Kyiv ten days later to collect their money in person, as required.

Vitaliy Danilenko informed Klitschko about the inspection of the Kyivkinofilm enterprise, which had been conducted by a Kyiv City Council working group long ago. The deputy outlined numerous violations at the enterprise, touching on the clandestine leasing of communal spaces, the poor state of fire safety systems, and property fraud. He proposed dismissing the enterprise's director, Andriy Tsvetkov, and holding a competition to fill the position.

For myself

Work-related issues were also raised. Vladislav Mykhailenko, for example, requested a report on the funds allocated to Obolon and their use, as well as the number of dismissed city administration officials and investigations into corruption by the city authorities in the prosecutor's office.

Yaroslav Gorbunov asked the mayor to distribute his 170 hryvnias as a deputy to the Dniprovskyi district, which he heads.

Elena Galushka signed up for the commission to resolve ATO issues, Vasyl Gatsko requested reports on the 2014 internal audits conducted by the Kyiv City State Administration, and Ihor Lutsenko, no longer a Kyiv City Council member, inquired about the housing turnover of the Kyiv City State Administration's relevant department.

Summary

Vladyslav Mykhailenko was the undisputed leader last week, having submitted 12 parliamentary inquiries to the Kyiv City State Administration. Furthermore, the largest faction in the Kyiv City Council, UDAR-Solidarity, also leads the way.

A respectable second place with four requests went to independent candidates Konstantin Yalov and Alexander Pabat, while second place with two requests went to Udar member Oleg Kalinichenko, Maxim Gapchuk from Samopomich, and independent candidate Elena Galushka.

Note: KV analyzes requests only based on those documents that are published in the “Public Information” section on the Kyiv City State Administration website.
