According to LB.ua, the Ministry of Health has begun compiling an electronic patient registry. The first to be included in this database are drug addicts and the mentally ill. Most interestingly, this registry, which does not yet have a regulatory framework, is being implemented with the help of little-known organizations. The following public organizations have been tasked with preparing for the launch and beginning testing: the Ukrainian Association of Medical Commissions and Examinations (which essentially initiated the registry's creation on a voluntary basis), the All-Ukrainian Association of Narcologists, and the All-Ukrainian Psychiatric League. Very little information is publicly available on these public organizations.
It's worth noting that the head of the All-Ukrainian Psychiatric League is a Yanukovych associate and the head physician of a psychiatric hospital in the Donetsk region, which is not under the Ministry of Health's control. His name is Oleg Panchenko.
The only thing known about the "Ukrainian Association of Medical Commissions and Expertise" is that it was registered in Sevastopol just over a year ago. It is headed by a certain former SBU officer, Mikhail Bondarchuk.
The head of the All-Ukrainian Narcological Association is the permanent chief narcologist of the Ministry of Health, Anatoly Vievsky.
As is known, on October 27, the Ministry of Health issued an order establishing an interdepartmental working group to implement the "Electronic Patient Registry. Part 1. Medical Examinations" software. Lazoryshynets will personally lead this group.
As a reminder, by Government Order No. 889-r of October 1, 2014, the Cabinet of Ministers of Ukraine temporarily assigned the duties of the Minister of Health of Ukraine to Deputy Minister of Health of Ukraine – Chief of Staff Vasyl Lazoryshynets.
