In March 2015, a year after the Maidan, the "people's" Minister of Internal Affairs, Avakov, awarded a second early promotion to the rank of "Police Colonel" to Oleg Viktorovich Zolotonosha, a former "regional" officer and now the head of the Department of the State Service for Combating Economic Crime of the Main Directorate of the Ministry of Internal Affairs of Ukraine in Dnipropetrovsk Oblast. At the time of his promotion (March 23, 2015), Zolotonosha was 33 years old (born March 27, 1981). According to Ukrainian law, early promotion to the next special rank is only possible once.
And this is obvious, as it has been established that before the "Revolution of Dignity" in February 2014, at 32 years old, Oleh Zolotonosha was already a lieutenant colonel and "served" in Kyiv in the Ministry of Internal Affairs—as they now call it, the gangster "Yanukovych regime," right next door to the now-wanted minister and "werewolf" Zakharchenko. At 32, Zolotonosha rose to the rank of Deputy Head of the Department of State Service for Economic Crime of the Ministry of Internal Affairs of Ukraine. While at the ministry in Kyiv, from 2013 to 2014, he helped the gangster "regime" "identify" criminals in Ukraine's economy. Given his rapid rise through the ranks, Zolotonosha had far-reaching plans under the "gangster regime."
Zolotonosha, a native of the Dnipropetrovsk region, owes his career "promotion" to the "secret" patrons of those currently wanted and hiding in Crimea, who presented Zakharchenko, a young "professional," as a promising figure dedicated to the "regime." Afterward, in a short period of service, Zolotonosha was showered with high-ranking appointments, early promotions, numerous awards, incentives, and bonuses. (Bribes, extortion, kickbacks, luxury cars, and apartments in Kyiv—for Colonel Zolotonosha—that's a whole other story.)
But then came the Maidan. Zolotonosha wasn't there among ordinary people, he didn't breathe the "smell of Maidan," bullets didn't whistle around him, and during the "bloody" events on the Maidan, he didn't have nightmares of Yanukovych escaping with the loot and the appointment of Avakov, the "people's" minister. For, during the bloodshed on the Maidan, the "young talent" Zolotonosha merely anxiously hung around Zakharchenko, awaiting the dispersal of the demonstrators and the further dawn of Yanukovych's "regime."
The Maidan is behind us—the "family" is on the run with Yanukovych and the stolen national wealth. But what about the "productive work" of the main department of the Ministry of Internal Affairs in Kyiv, the State Service for Combating Economic Crimes (GSBEP), where Zolotonosha served as deputy head and supposedly "combatted" economic criminals, compensating their criminal activities for the state, thereby supposedly replenishing the country's budget? So, it's a FICTITIOUS STORY. After the Maidan, the people's money, along with Yanukovych, is gone. And the GSBEP, as an economic backer for any criminal regime, has still not been disbanded, especially since the BEP has long since outlived its usefulness as a department that has no influence on the country's economy, continuing to work for the new leadership. Apparently, this is why the GSBEP Department suits everyone "in the new way," while continuing to serve "the old way"—engaged solely in extortion. And after this, Lieutenant Colonel Zolotonosha was classified as “secret,” “whitewashed,” and “quietly” transferred from Zakharchenko to Avakov.
Thus, the reform of the law enforcement system began, under the guise of the "new" Avakov. In May 2014, instead of "lustration" for his ties to the criminal regime, he rewarded Zolotonosha by appointing him head of the State Service for Combating Economic Crimes (USSBEP) in Dnipropetrovsk Oblast. A year after the Maidan, the "people's" minister gave the lieutenant colonel a "gift" in the form of an early promotion to the rank of "colonel." Apparently, Arsen received special instructions from the former regime's secret patrons to keep the "werewolf" Zolotonosha in the Ministry of Internal Affairs.
Why such privileges for the young, "clinically corrupt" Zolotonosha, who "serves" the "families" of the "regions"? Or is Zolotonosha the only and last "professional" in the Ministry of Internal Affairs system remaining in Ukraine? "Apparently so," since he was "appreciated" by the werewolf in uniform—former Minister of Internal Affairs Zakharchenko, thanks to whom, before the "Maidan" in February 2014, Zolotonosha received the rank of major and lieutenant colonel for "high performance," "early" without the required length of service in previous ranks, precisely during his time serving the gangster "regime."
It's unclear what "feat" Zolotonosha accomplished while working for "Yanukovych" and why he was awarded two early promotions, if "everything was stolen for Mezhegirya," and then the loot was taken abroad by the "family," and it would take decades for the country's economy to recover! And yet, despite this, the werewolf Zolotonosha turned out to be "clean," and in May 2014, he was transferred from the Kyiv Department of the Ministry of Internal Affairs to the position of head of the State Service for Combating Economic Crimes (GSBEP) in Dnipropetrovsk Oblast, receiving new "permission" from the "people's" Minister of Internal Affairs Avakov to implement new "victories" in the fight against economic crime and corruption.
And exactly 10 months later (May 2014-March 2015) of "work" for the new government, with the beginning of Zolotonosha's "reformatting" from Zakharchenko to Avakov, the latter prematurely promoted the 33-year-old lieutenant colonel to the high rank of "colonel." It's clear that Avakov has taken up the corrupt baton of handing out appointments, ranks, and incentives, masquerading as the "professionalism" of these shady figures in uniform, ignoring the Maidan and all Ukrainian legislation. These are, after all, seasoned shady figures—"professionals," in the person of Zolotonosha, trained and "targeted" by Yanukovych's "gang" to extract bribes from the meager incomes of the Ukrainian people, and are now being used by the new government for its own ends.
And such an "irreplaceable" specimen—Zolotonosha—had already worked under a similar "scheme" for Yanukovych, for which he was apparently rewarded by Avakov, "in a new way," with the early rank of "COLONEL." So it turns out that Zakharchenko's "case" continues.
CHRONOLOGY OF OBTAINING "EARLY" TITLES BY GOLD BEARERS:
· On June 30, 2010, in accordance with order No. 157 o / s “On the encouragement of employees of internal affairs bodies and units”, signed by the head of the Main Directorate of the Ministry of Internal Affairs of Ukraine in the Dnipropetrovsk region, the “regional titushka” Lieutenant General V. M. Babenko, O. V. Zolotonosha was awarded the next special rank - police major.
· /EARLY/: On August 22, 2012, in accordance with order No. 701 o / s "On the encouragement of employees of internal affairs bodies and units", under the Minister of Internal Affairs Zakharchenko V. Yu., in accordance with paragraph 35 of the Regulation on the service of rank-and-file and command staff of internal affairs bodies, the next special rank was awarded to police major O. V. Zolotonosha - police lieutenant colonel.
· /EARLY to EARLY/: On March 23, 2015, in accordance with order No. 490 o / s “On the incentives for employees of internal affairs bodies and units”, signed by the Minister of Internal Affairs Avakov A.B., in accordance with paragraph 35 of the Regulation on the service of privates and command staff of internal affairs bodies, he was awarded the second regular special rank - “colonel”.
According to the regulations on the service of rank-and-file and commanding personnel of the internal affairs agencies, paragraph 10 (paragraph 34, paragraph 35), before the next hanging, a certain length of service in the current position must be completed:
Item "34". The following terms of service in special ranks for mid-level and senior command personnel are established:
· — police captain, captain of the internal service — 3 years
· — police major, major of the internal service — 4 years
· — police lieutenant colonel, internal service lieutenant colonel — 5 years
P.SColonel Zolotonosha did not "make" all the appointments and promotions from captain to colonel, starting with the criminal regime of the "gang of 'werewolves'" in uniform named after Zakharchenko, including the new Minister Avakov, during the "Maidan" and did not even "rehabilitate" himself in the ATO zone. Based on the above, we must give Semyon Semenchenko credit for at least not "serving" the criminal "regime."
