Poltavagazdobycha ordered 4 million sea containers at one and a half times the price.
On January 24, following a tender, Poltavagazvydobuvannya, a subsidiary of Ukrgazvydobuvannya JSC, entered into an agreement with Goodwill to purchase forty-foot shipping containers worth UAH 4,41 million. This was reported in the Prozorro system , according to Nashi Dengi.
By April, 13 forty-foot sea containers measuring 12192×2438×2896 mm (high cube), produced no earlier than 2020, will be delivered to Poltava region at a cost of UAH 339 including VAT.
The winning bidder provided a certificate for products from Dong Fang International Container Co Ltd (China). The tender documents and contract do not specify that the containers must be new, but they must show no signs of restoration or repair of damage or deformation. Payment will be made within one month of delivery. The warranty will be for one year.
Containers can be found for sale at lower prices, but prepayment is required. For example, the company "Container-Trade" sells new forty-foot high cube containers for 198 UAH including VAT. According to the calculator on their website, delivery to the Poltava region from Kyiv, where they are located, costs 8820 UAH including VAT. That's a total of 207 UAH, which is at least half the price.
Used forty-foot high-cube containers are offered there even cheaper: Category 1 for 142 UAH, Category 2 for 122–132 UAH including VAT. The meaning of the categories is not specified. Shipping from Ternopil, where they are located, to Poltava Oblast would cost 16170 UAH. The total prices would be 158 UAH and 138–148 UAH, respectively. This is, on average, half the price.
Also in November 2022, the Kyiv Zoo purchased a similar container from a private entrepreneur for UAH 237 excluding VAT. It was new, manufactured no earlier than 2021, and had a floor insulated on the outside with polyurethane foam no thinner than 50 mm. According to the certificate provided by Goodwill, PGV containers are not insulated, but they are almost one and a half times more expensive.
The contract performance security amounted to 5% of the contract value. The company was awarded the contract without competition because no other bidders participated. The savings amounted to 12%.

Registered in 2000, Dnipro-based Goodwill is currently owned by director Alexander Mamchurenko and Evgeny Strebkov. According to the YouControl analytics system, the company's founder in 2011 was then-director Victoria Kravchenko. In the second half of the 2000s, the company was owned by director Inna Volodkevich and Vladimir Timofeev, and in the first half, their partners were Sergey Kalugin, Lyudmila Zhulanova, and Gennady Malashenko.
In total, since 2016, the company has received contracts for various goods worth UAH 57 million.
