As reported by journalists from the Nashi Groshi project, in July 2005, the Kyiv City Council (by decision No. 885/3460) allocated a 2,3-hectare plot of land at 36 Shchorsa Street for permanent use by the Kyiv National University of Culture and Arts. The land was allocated for the construction, operation, and maintenance of academic buildings, a dormitory, and a residential building.
However, three high-rise buildings have already been built and commissioned at the specified address. Another high-rise building is currently under construction. Luxury apartments in these buildings are selling for approximately $4 per square meter.
According to journalists from the same television program, the University of Culture is directly involved in the sale of apartments in these high-rise buildings.
Thus, according to a resident of one of the aforementioned buildings, one of the developers is the rector of the University of Culture, Mikhail Poplavsky.
As it turns out, Poplavsky's family and the singing rector himself own 38 parking spaces, two apartments, and non-residential premises in this neighborhood, totaling 3800 square meters.
