Ukrainian President Petro Poroshenko signed Decree No. 690/2014 "On the early termination of the powers of the Verkhovna Rada of Ukraine and the calling of snap elections." The document was published on the head of state's website.
"Guided by Part Two of Article 77, Parts Six and Seven of Article 83, Clause 1 of Part Two of Article 90 of the Constitution of Ukraine, and in accordance with Clauses 7 and 8 of Part One of Article 106 of the Constitution of Ukraine, I decree: 1. To terminate early the powers of the Verkhovna Rada of Ukraine of the seventh convocation. 2. To schedule early elections to the Verkhovna Rada of Ukraine for October 26, 2014," the document states.
The Cabinet of Ministers has been instructed to ensure funding for early elections to the Verkhovna Rada of Ukraine.
The decree comes into force from the day of its publication.
As a reminder, Poroshenko previously announced during consultations with the leaders of parliamentary factions and groups that no new coalition had been formed in the Verkhovna Rada within a month of the dissolution of the coalition. Therefore, according to the Constitution, he has the right to terminate the parliament's powers early. Such a decision is made after consultations with the Speaker of the Verkhovna Rada, his deputies, and the faction chairmen.
The President emphasized that the time allotted by the Constitution to form a new coalition expires on August 24. However, the decision to terminate the powers of the Verkhovna Rada of the 7th convocation will not mean that parliament ceases to function.
Head of the Central Election Commission of Ukraine Mykhailo Okhendovsky (Read more about it in the article Mikhail Okhendovsky: What is the new "Pidrahuy" keeping quiet about?) stated that 986 million hryvnias are needed to organize, prepare, and conduct early elections of people's deputies, which will be allocated from the state budget reserve fund.
