Once again, Bohdan Motors, a company owned by Petro Poroshenko and his business partner and Deputy Head of the National Security and Defense Council, Oleh Gladkovsky (Svinarchuk), won a state tender. The bid was for 27 school buses placed by the Zhytomyr Regional State Administration. In addition to the company, in which Poroshenko still holds a minority stake (according to media reports), other bidders included Cherkasy Bus (45,36 million hryvnias), Kyiv-based Etoile-Auto (35,66 million hryvnias), and Radial-Ukraine (35,64 million hryvnias).
The final two bidders, despite offering a more attractive price, were rejected by the organizers because they were not manufacturers, but represented products of Kharkiv-based Auto-Holding. The organizers were also dissatisfied with the technical specifications of the buses on offer. The initial budget for the purchase (37 vehicles) was expected to be no more than 60 million hryvnias; after the terms were revised, the quantity was reduced by 10 vehicles, leading to a corresponding reduction in the purchase price (to 42,857 million hryvnias).
Of the remaining two bidders, Gladkovskyi's firm offered the more favorable price (45,09 million hryvnias), but it also fell far short of the planned budget. As a result, the Department of Education and Science of the Zhytomyr Regional State Administration declared the tender void and rejected all bids. Observers believe that the price offered by Bogdan Motors was artificially inflated, and the reason for rejecting the other two companies' bids was trumped up.
