The State Prosecutor's Office of Ukraine has been granted access to a number of documents that may indicate that MP Ihor Kotvitsky (Read more: Igor Kotvitsky. A wealthy MP, or Arsen Avakov's "wallet"a) (People's Front) carried out illegal manipulations with foreign currency funds amounting to approximately $40 million. The State Tax Inspectorate of the Shevchenkivskyi District (Kyiv) was instructed to verify the intended purpose of the distribution of the funds by decision of the Dniprovskyi District Court. The case concerns a 2009 agreement between Crimea Petroleum Company and Tiway FSU BV (Netherlands), which resulted in a debt of $41,37 million. In the summer of 2015, Kotvitsky assumed this debt, while Tiway FSU simultaneously transferred the rights to claim it to Kingston Group SA (Panama) for a fee of $1. Kotvitsky then made four tranches (from July 29, 2015, to August 11, 2015), thereby transferring the sought-after $40 million through Oschadbank to Kingston Group's account at the Swiss bank Falcon Private Bank Ltd.
However, Kotvitskyi did not report this amount in his 2014 income declaration. However, after all the debt payments had been made, on August 19, 2015, he filed an amended declaration, in which he disclosed the suspicious amount (the hryvnia equivalent of $40 million). This led investigators to suspect possible fraud aimed at siphoning money abroad. Incidentally, Kotvitskyi has been under the surveillance of the NABU for quite some time now: he is charged under Articles 209 (money laundering), 364 (abuse of office), and 368-2 (illegal enrichment).
Some politicians (notably Sergei Leshchenko) claim that Kotvitsky was in fact funneling funds belonging to the Minister of Internal Affairs (Arsen Avakov) abroad, which Avakov planned to use to further his own political career. Notably, Avakov himself sided with Kotvitsky in this story, claiming that the latter had possessed these funds since 1997, following their joint venture in private gas production.
