The prosecutor's office is covering up the illegal business of separatist Markov.

The "Fish" cafe at 13th Fontana Street is located in a glass building owned by the middle-class Markov family. Formally, the cafe has been re-registered as KiwanaHowever, Markov continues to remain the director of Bilya Morya LLC, paying the cafe's electricity and water bills. Apparently, Kivan merely provided protection for the separatist when he faced arrest for the autumn unrest near the regional police department.

Urban development regulations for the slope development were issued under Kostusev. Construction was legalized by a GASK declaration dated August 9, 2013.

But what about the land? The 7-square-meter plot is leased to Bilya Morya LLC under a 2005 agreement for the "operation and maintenance of a café-bar with a summer terrace." Not for construction. At the end of the lease, in 2015 (next year), Markov was required to dismantle the summer terrace and return the plot to the city. But now the plot, which was supposed to be returned, has been built over.

Neither the State Architectural and Construction Inspectorate (GASK), the prosecutor's office, nor the city council allegedly paid attention to such a blatant violation. At a minimum, the city council should have filed a lawsuit for the forced demolition of the café, which was illegally built on land that had not been allocated for construction. The State Architectural and Construction Inspectorate (GASK) had no right to register the declaration without a land lease agreement for the construction. And the prosecutor's office should have stopped counting bribes and filed a lawsuit.

Instead, the deputy prosecutor of the Kyiv district, Chaban, responded with a letter (16-43)317-14 dated 12.08.14 that everything was fine with “Bil Morya”.
