By order of Prosecutor General Viktor Shokin, Oleh Tsitsak has been appointed military prosecutor of the Uzhgorod garrison in the western region of Ukraine. This was reported by Zakarpattia Online, citing its sources in law enforcement, and confirmed by information on the Prosecutor General's Office's official website.

Before his transfer to his new position, Tsitsak worked in the prosecutor's office of the Lviv garrison in the Western region of Ukraine. Under Prosecutor General Vitaliy Yarema, he was considered as one of the candidates for the post of prosecutor of the Zakarpattia region, a position he was promoted to by his long-time patron, Viktor Baloha.
Much of Tsitsak's career is tied to Baloha, his "business" and his confrontations with opponents in the struggle for power. Starting as an assistant to the chairman of the Zakarpattia Regional Court, from 2001 to 2011 he served as a judge of the Uzhgorod City and District Court, serving as deputy chairman, where he became widely known after behind-the-scenes scandals with Mayor Serhiy Ratushnyak. The judge's name gained national prominence in 2009, when an assassination attempt was made on his life.
Thus, on the night of March 24, 2009 (at 4:38 a.m.), an unknown person threw an RGD grenade into the window of the first floor of Tsitsak’s mansion in the village of Storozhnitsa in the Uzhgorod district, which fell behind the radiator in the judge’s kitchen and exploded.
Tsitsak himself claimed that he and his family members were sleeping at the time, so none of them were harmed (the case was opened under Article 379 of the Criminal Code of Ukraine - an attempt on the life of a judge in connection with his activities).
It was then revealed that several weeks before the incident, the official had filed a complaint with the Prosecutor General's Office alleging an assassination attempt on him. An investigative team immediately traveled to the region and detained three assassins. One of them was arrested in Khmelnytskyi, and the following morning, he was found hanged in his pretrial detention cell.
At the same time, a rumor circulated that before his death, he had named the person who ordered the murder—a prominent Transcarpathian official. There were even rumors that it was Uzhhorod Mayor Serhiy Ratushnyak himself, against whom a criminal case was allegedly being prepared at the request of the "Balogh clan." The official himself denied this information.
The judge ultimately resigned to move to Kyiv with Viktor Yanukovych after the election of Ukrainian president and the appointment of Viktor Baloha as head of the Ministry of Emergency Situations. Tsitsak serves as director of the ministry's human resources and personnel department.

After Baloha's resignation and his election to parliament, Tsitsak became his assistant and consultant.
In this position, last fall, he became embroiled in another scandal. In September 2014, Uzhgorod activists, working with traffic police, detained Tsitsak while driving around the city drunk.
Those accompanying him attempted to attack the police officers.
The authors of the publication "Vsya Zakarpatska Pravda" directly assert that Tsitsak was lobbied for the position of prosecutor of the Uzhgorod garrison in the Western region of Ukraine by Baloha, and that he will use his position to establish control and protection over smuggling and the flow of illegal migrants.
According to the Tribuna website, the Zakarpattia Oblast Lustration Commission has appealed to President Petro Poroshenko and Prosecutor General Viktor Shokin regarding the appointment of Tsitsak, "a man notorious for his corrupt activities and immoral actions," as military prosecutor of the Uzhgorod garrison, and is demanding his lustration and resignation.
