The State Tax Inspectorate of Kyiv's Desnyansky District is headed by a former Party of Regions representative and relative of Melnyk, the rector of the State Tax Academy, who is suspected of bribery.

According to the State Fiscal Service website, Oleh Beletsky has been the acting head of the State Tax Inspectorate in Kyiv's Desnyansky district since October 2014. According to some local media, Beletsky is a distant relative of Petro Melnyk.

In 2003, Beletsky graduated from the Academy of the State Tax Service of Ukraine (Irpin), headed by Petro Melnyk, a member of parliament from the Party of Regions. Beletsky subsequently worked in the tax service, and in 2011, he was elected secretary of the Irpin City Council.

In 2013, Beletsky resigned from the City Council, ostensibly of his own accord, although media reports suggested his impending resignation was a decision of the City Council itself. Beletsky voluntarily resigned after Melnyk was arrested in the summer of 2013 on suspicion of bribery. The rector then fled abroad, and Beletsky was hired by the Main Directorate of the Kyiv Ministry of Revenue and Duties. In March 2014, Beletsky returned to the State Tax Inspectorate.

As a reminder, Petro Melnyk, Rector of the Tax University, was detained in his office on July 27 for accepting two bribes—40,000 and 80,000 hryvnias—from the parents of applicants. A search of his person also revealed an additional $30,000. Allegedly due to health reasons, Melnyk avoided pretrial detention and was placed under house arrest in Irpen, at the home of his sister, Olena, a local council member. When it was discovered that he was attempting to transfer his numerous properties to his wife, from whom he was allegedly divorced, investigators decided to request Melnyk's actual arrest. However, he successfully escaped and left Ukraine. On August 12, the Pechersk District Court ordered Melnyk's arrest, and it was not until August 14 that the rector was placed on the international wanted list.

On April 1, officers from the Main Directorate for Combating Organized Crime of the Ministry of Internal Affairs detained the former rector at Boryspil Airport, where he arrived on a flight from London. On May 8, Melnyk posted bail of 609 hryvnias and was released from the Lukyanivske pretrial detention center.

Melnik is currently trying to regain his position as rector of the tax academy through the courts in Irpen.
