A corrupt official is accused of accepting a million-dollar bribe in case No. 12021000000000510 under Part 4 of Article 368 (receiving an illegal benefit on an especially large scale) and Part 1 of Article 14, and Part 4 of Article 368 (completion of an attempted bribery) of the Criminal Code of Ukraine. Vasyl Rakul is a defendant in three criminal cases. He and former NABU detective Roman Kovtun are being tried in the $1 million bribe case.
What is Vasily Rakul guilty of?
According to investigators, Vasyl Rakul, by then the head of the capital construction department, and Kovtun demanded money from the company Mazal Invest for winning a tender to build housing for military personnel in Odesa. Rakul unsuccessfully appealed this charge in the Primorsky District Court. Another case dates back to 2019, when Vasyl Rakul, as the head of the legal department of the state-owned enterprise Ukrspetskonversiya, headed the liquidation commission of the Odesa Construction Materials Plant, which was under the jurisdiction of the Ministry of Defense.
The investigation alleges that the liquidator took out a 20 million hryvnia loan from an Odessa-based company, SK Intekhstroy LLC, registered to a resident of the unrecognized "LPR," using the plant's real estate as collateral. However, the company could not have provided loans to anyone, as it lacked the required business activity.
After this, Rakul, without any competitive bidding, entered into contracts for the supply of crushed stone, sand, and cement with the companies Winter Land and Renus Trade. Incidentally, their founders were also residents of the uncontrolled areas of the Luhansk region. Naturally, the state-owned enterprise never saw any materials, and the suppliers themselves initiated bankruptcy proceedings. Thus, the plant's property ended up as collateral for the loan. Further, it turned out that the loan amount transferred to the state-owned enterprise's bank account was not declared, resulting in a 3,3 million hryvnia shortfall for the state budget. Therefore, Rakul is also suspected of intentional tax evasion.
Ultimately, the case was transferred to the High Anti-Corruption Court, which in May 2024 decided to terminate the proceedings in case No. 12021000000000510.

Vasily Rakul has allegedly been serving in the military since March 2022, serving as a conscript during the mobilization period. Since November 2023, he has served as the commander of an evacuation platoon in an evacuation company at a military unit.
The court received confirmation from the Ukrainian Ground Forces Command and the immediate commander of the military unit that the accused continues to serve, and that the military unit is conducting combat missions in the operational-tactical group's area of responsibility. The unit commander noted that due to the combat missions, the accused is unable to participate in court hearings. Vasyl Rakul is still considered the director of a state-owned agency.
