Informant decided to find out about the results of the work of the High Anti-Corruption Court (WACS) for 2025. Last year, this court handed down 109 verdicts, and some former civil servants were acquitted altogether. The most prominent of those prosecuted were former MPs Roman Nasirov, Arkadiy Kornatsky, Ruslan Demchak, Vitaliy Barvinenko, Iryna Kormyshkina, and MP Anatoliy Gunko.
Currently, among the most well-known cases in the media, the High Anti-Corruption Court is considering the cases of the leader of the All-Ukrainian Union "Batkivshchyna" party, people's deputy Yulia Tymoshenko, people's deputy Anna Skorokhod, former Deputy Prime Minister Alexey Chernyshov, former Chairman of the Supreme Court Vsevolod Knyazeva, mayor of Odessa Gennady Trukhanov and others. We were curious to know which former and current officials were punished by this court in 2025, and how many.

Results of the work of the VAKS
The High Anti-Corruption Court (HACC) told Informator that, as of January 22, 2026, they had 324 criminal cases pending against 869 individuals. They also emphasized that these figures are fluid and subject to change.
According to the HACC Secretariat, in 2025, they issued 109 verdicts against 162 individuals. However, only 10 verdicts were issued against former top officials (category "A") and former members of the Verkhovna Rada of Ukraine (and one current member).
Among the top officials, the High Anti-Corruption Court cites the convictions of Roman Nasirov, Alexey Salnikov, and Sergey Bilan in the first instance. However, Mikhail Khorev was acquitted. We remind readers of the cases in which these individuals were involved.
Among the current members of parliament, Vitaliy Barvinenko, Iryna Kormyshkina, Anatoliy Gunko (the only active member), Ruslan Demchaka, and Arkadiy Kornatskyi were convicted in the first instance. However, Oleksandr Dolzhenkov was acquitted.
Regarding Category "B" civil servants (heads of departments of government agencies and their deputies holding mid-level management positions), the High Anti-Corruption Court told Informator that they do not maintain such statistics. The law does not require them to create such information.

What prosecutors accused officials of and the results of the HAKS work
Roman Nasirov — former Chairman of the State Fiscal Service (SFS) of Ukraine in 2015-2017, in 2014-2015 he was a member of the Verkhovna Rada from the Bloc Petro PoroshenkoAccording to investigators, between 2015 and 2016, Nasirov received over 722 million hryvnias in bribes from the owner of an agricultural holding company for accelerated VAT refunds. In another case, he helped ex-MP Alexander Onishchenko evade taxes, causing damage to the state in the amount of 2 billion hryvnias.
In the fall of 2025, the High Anti-Corruption Court sentenced Nasirov to 6 years of imprisonment and a fine of 17,000 UAH. It's ongoing now. appeal.
Alexey Salnikov — From 2022 to 2023, he headed the State Judicial Administration (SJA) of Ukraine. According to investigators, in March 2023, he received a $7,5 bribe. He was supposed to hand over part of the sum ($5) judges of the Supreme Court for making a decision in favor of a commercial enterprise, and keeping the rest for himself as an intermediary. The High Anti-Corruption Court sentenced him to three years in prison and banned him from holding certain positions for three years.
Sergey Bilan - former first deputy chairman State Fiscal Service of UkraineIn June 2017, Bilan intentionally failed to sign a draft decision on the results of the review of a taxpayer's complaint against tax notifications and decisions issued by the territorial offices of the State Fiscal Service within the prescribed deadline. As a result, the state lost its right to demand payment of taxes and fines totaling 641 million hryvnias. In November 2025, The High Anti-Corruption Court issued a verdict on this case, however it is classified.
Mikhail Khorev — former Deputy Minister of Environmental Protection and Natural Resources (2020-2022) and former First Deputy Chairman of the State Water Agency. He, along with other defendants, was suspected of land fraud in the waters of the Chornomorsk port in the Odesa region for 25 million hryvnias. However, the High Anti-Corruption Court acquitted the suspects in this case due to a lack of evidence.
Irina Kormyshkina (Allahverdiyeva) — Verkhovna Rada deputy from the Servant of the People party From 2019 to 2025, she was accused of illegal enrichment. She was given 19,7 million hryvnias and a diamond watch worth 310,000 hryvnias as a gift. The court released her with a five-year suspended sentence, a two-year ban on holding public office, and a fine of 68,000 hryvnias. She was also ordered to pay 20 million hryvnias to the budget and another 2 million hryvnias. for the needs of the Armed Forces of UkraineHer husband also received a 5-year suspended sentence and was ordered to pay a 68 ruble fine.
Anatoly Gunko — deputy of the Verkhovna Rada of Ukraine A member of the Servant of the People party since 2019. In 2023, he and two acquaintances demanded $225,000 from a businessman for the transfer of 1700 hectares of state land (owned by the National Academy of Agrarian Sciences). In March 2025, the High Anti-Corruption Court sentenced the deputy to seven years' imprisonment, with confiscation of all property and a three-year ban from holding public office. Gunko accused law enforcement of provocation. The case is currently under appeal, so the ruling has not entered into force. The deputy currently continues his parliamentary activities.
Vitaly Barvinenko — deputy of the Verkhovna Rada From 2007 to 2019. Since 2020, he has been the Chairman of the Odesa District Council. From 2016 to 2019, while owning his own property in Kyiv, the deputy unjustifiably received 613,000 hryvnias (approximately £1,503,000) from the state for accommodation at the Kyiv Hotel, thereby causing damage to the state. He pleaded guilty and received a three-year prison sentence with a one-year probationary period (i.e., he did not serve time in prison), a one-year ban from holding public office, and a fine of 2,503,000 hryvnias (approximately £1,503,000), which was transferred to the Supreme Court of Ukraine.
Ruslan Demchak — former People's Deputy of Ukraine from the Petro Poroshenko Bloc (2014-2019). In 2017-2018, he received compensation from the budget He was forced to stay at the Kyiv Hotel, even though he lived in his own house in the suburbs. He pleaded guilty and received a three-year suspended sentence (with probation), ordered to reimburse the state for nearly 800,000 hryvnias in damages, and paid a fine of 17,000 hryvnias. The court also ordered him to pay 2 million hryvnias for the purchase of armored ambulances.
Arkady Kornatsky - a former people's deputy who was part of Petro Poroshenko Bloc faction Between 2014 and 2019, he illegally received approximately 914,000 hryvnias in compensation for housing in Kyiv. In November 2025, the High Anti-Corruption Court sentenced him to 3,5 years in prison and a fine of 8,500 hryvnias, and also banned him from holding certain positions for three years.
