Ukrainian authorities confiscated assets from only one Russian oligarch, despite the fact that Russians own assets in Ukraine worth a total of $2,5 billion. This was reported by the Anti-Corruption Action Center (ACC), writes ZN.UA.

"Since May 24, 2022, Law 2257-IX has been in effect in Ukraine, allowing for the confiscation of these assets approximately one month after sanctions are imposed on an individual. Since then, the authorities have applied this mechanism to only one individual—Vladimir Yevtushenkov. Other 'Putin's wallets' are still being allowed to re-register their assets to front men and move them abroad. Meanwhile, these billions could have already been used for the needs of the Ukrainian Armed Forces," the Prosecutor General's Office noted.

The Anti-Corruption Action Center reminds us which Russian oligarchs continue to profit from Ukrainians.

Russian oligarchs: Alexander Babakov

Since October 2021, he has served as Deputy Speaker of the State Duma of the Federal Assembly of the Russian Federation, representing the "A Just Russia – For Truth" party. He is a former State Duma deputy representing United Russia. He is Putin's special representative for interaction with compatriot organizations abroad.

The Civil Procedure Code notes that numerous complaints regarding the seizure of Babakov's assets have been dismissed.

Meanwhile, the Court of Appeal overturned the seizure of the Dnister Hotel in Lviv and the Lybid Hotel in Kyiv, both owned by Babakov. Sanctions have been imposed against the oligarch in the EU, UK, US, Canada, Switzerland, Japan, Australia, and, as of September 7, in Ukraine.

Russian oligarchs: Vladimir Krupchak

Since 2020, he has been involved in a Ukrainian business—the Kyiv Cardboard and Paper Mill (Obukhov), becoming deputy chairman of the supervisory board and advisor to the general director. From 2004 to 2007, he served as a State Duma deputy representing the United Russia party. He currently claims he does not hold Russian citizenship (only Cypriot citizenship).

"After the seizure of his assets in Ukraine, he ensures the publication of 'jeans' against himself and the Kyiv Cardboard and Paper Mill in Ukrainian media: on ICTV, Kommentarii.UA, Stopkor, and the like," the Center for Combating Corruption adds.

The key assets in Ukraine, according to anti-corruption activists, are

  • PJSC Kyiv Cardboard and Paper Mill;
  • LLC "DNEPROVTORMA"
  • PJSC Energy;
  • Pulp Mill Print LLC;
  • LLC REGIONAL PRODUCTION AND PROCUREMENT ENTERPRISE "KHERSONVTORRESURSY".

In September 2022, the National Police of Ukraine seized 169 properties worth over 10 billion hryvnias. These assets are planned to be transferred to the National Agency of Ukraine for Detection, Tracing, and Management of Assets Obtained from Corruption and Other Crimes (ARMA).

However, no country has imposed sanctions on this Russian oligarch.

Michael Friedman

Founder, co-owner and chairman of the supervisory board of directors of the Alfa Group consortium. According to the Wall Street Journal, he offered the Ukrainian leadership $1 billion. in exchange for assistance in lifting sanctions abroad. Since January 2018, he has been on the US Treasury Department's list of the top 200 people closest to Putin.

At the request of the Prosecutor General's Office, assets of Cypriot companies totaling over UAH 12,4 billion were seized. One of these companies, the holding company ABHU, owns 42,4% of Alfa-Bank shares. The court also seized assets worth UAH 50 million belonging to ISS PJSC, the importer of Borjomi liqueur in Ukraine.

The oligarch's assets are subject to sanctions in the EU, UK, Switzerland, Canada and Australia.
