MP Ruslan Solvar protected a doctor who abused cancer patients. The doctor, a doctor at the central district hospital in the Kyivo-Svyatoshinsky district, sparked a conflict between Ruslan Solvar, a member of parliament from the Petro Poroshenko Bloc (a Yanukovych overseer for four years), and local district council member Kostiantyn Bedov.

Both politicians belong to the UDAR party.

According to Konstantin Bedovoy, on May 25, Ruslan Solvar called him and threatened to stop seeking the release of Vasily Kravchenko, a doctor at the central district hospital.

Immediately after the conversation, Bedovoy published a message on Facebook in which he described his conversation with Solvar.

"Solvar rudely asked me if I knew a Vasily Vitalievich Kravchenko. I replied that I knew a deputy of the Kyiv-Svyatoshinsky Council of the 6th convocation, who works as the chief physician of the Central District Hospital in our district. Deputy Solvar then said the following: 'So remember, he is my fellow countryman and friend! If even a hair falls from his head or he is fired from his job, I will tear you to pieces with my teeth!!! I will organize a harassment campaign against you and initiate criminal proceedings! I will send my fighters! I will stir up all the negative press against you! Don't think you're a saint!!!'" Bedovoy writes.

"In response, I informed the people's deputy that, based on my information, a criminal case had been opened against his fellow countryman and friend for corruption and embezzlement, a case to which I had no connection. And again he heard: 'I'm going to file a case against you now! I'll tear you apart!!!' These untouchable 'people's representatives' are strange. I'll file a complaint with the Prosecutor General's Office, the SBU, and the police," Bedovoy concludes.

The scandal stems from painkillers for cancer patients.

According to Konstantin Bedovy, he had known Chief Physician Vasyl Kravchenko for four years. When Bedovy was beaten by police during the Maidan protests, Kravchenko provided him with medical assistance and, despite instructions, failed to report the incident to the police.

“I am still grateful to him for this,” Bedovoy writes on his Facebook page.

Then a turning point came in the relationship between the two deputies.

"My attitude toward him changed dramatically and forever when, upon arriving at the presidium of our Rada, he declared that 'cancer patients suffer from pain, and there are no painkillers due to the fault of the Regional State Administration's health department,'" says Bedovoy.

The next morning, he went to the acting chairperson of the Regional State Administration, Miroslava Smirnova, to ask why this situation with painkillers had arisen.

"Imagine my surprise when the head of the health department, Lyashenko, and the head of the financial department, Krasnoshchekova, presented documents proving that the head physician of the Central Regional Hospital, Vasily Kravchenko, was blocking the purchase of anesthetics for terminally ill patients and forcing them to suffer—effectively torturing them in order to provoke public outcry and discontent in his fight for financial resources!" Bedovoy writes.

He adds that later Kravchenko seemed to admit that there were indeed painkillers.

"I only scared everyone at the presidium. In fact, anesthetics were still in use. No one was in pain."

Following the incident, the head of the district administration called the State Control and Audit Office to inspect the health department and the central district hospital. Based on the investigation's findings, a criminal investigation is underway.

A member of parliament from the presidential party and a supporter of Kolesnikov's Party of Regions (Party of Regions) has been profiting from freight rail transport in Ukraine for over a decade. As experience shows, representatives of "serious" business in politics thrive under any government.

In Ukraine, serious business is often strangely linked to unprofitable state-owned enterprises. For example, Ruslan Solvar, a member of parliament of the 7th and 8th convocations, served as first deputy chairman of the Verkhovna Rada Committee on Transport and Communications in the previous convocation and headed the Party of Regions. Boris KolesnikovIn 2012, Solvar also became the chief advisor to the CEO of the Association of Transport and Forwarding Organizations of Ukraine, Ukrzaliznytsia. In the current Verkhovna Rada, he is a member of the Committee on Transport and also a representative of the influential presidential party, the Petro Poroshenko Bloc.

At the same time, it has become known that Ruslan Solvar currently receives income from a number of companies specializing in freight transportation. In particular,

-PP "Fresh Line", Kyiv, Shchorsa street, 29, EDRPOU code 3239927, founded in 2000 with an authorized capital of 1 thousand UAH, founder and director - Mozgovoy A.N. The company specializes in transport and forwarding services for transit of goods by Ukrainian railways.

In 2014, the volume of the expedition amounted to more than 1600000 tons (iron ore, oil products, ferrous metals, coal, etc.), accordingly, the income was approximately 30 million UAH, in 2015 only 6 thousand tons (coal) were transported, profit - 10 thousand UAH.

Mozgovoy was appointed director of Fresh Line in 2003, when the company's founder was Ruslan Solvar, who resigned from the Fresh Line founding board in 2004 but retained control of the company. According to the Verkhovna Rada of Ukraine website, Mozgovoy currently serves as a volunteer assistant to Member of Parliament Solvar.

As is known, Fresh Line signed an agreement with Ukrzaliznytsia on December 17, 2010, that is, a week after the appointment of Boris Kolesnikov from the Party of Regions as Minister of Infrastructure (Solvar subsequently became his first deputy in the Verkhovna Rada Committee on Transport and Communications).

Despite the constant rise in train ticket prices for Ukrzaliznytsia, the state-owned enterprise remains unprofitable, but its main source of income is freight transportation, which accounts for 80% of Ukrzaliznytsia's total revenue. One of Ukrzaliznytsia's "favorite" abuses is the unjustified underpricing of freight rates for its "internal" companies, resulting in millions in losses for the company and, consequently, for the state. One of these "internal" companies was, for a long time, Fresh Line, a private enterprise that saved hundreds of thousands of dollars monthly thanks to its reduced rates.

It was only in 2014, when Solvar had a personal conflict with former Ukrzaliznytsia CEO Borys Ostapyuk, that Ukrzaliznytsia initiated the termination of its agreement with Fresh Line LLC for the organization of transit freight transportation on Ukrainian railways. The official reason was that the private company had repeatedly failed to pay the railway for transit shipments, leading to three suspensions of Fresh Line's ten-digit code, which grants the right to transit. As a result, Ukrzaliznytsia decided to sever the relationship altogether.

Moreover, even earlier, the Tariff Commission of Ukrzaliznytsia collected fines in the amount of UAH 3500000 from Fresh Line LLC for failure in 2013 by this forwarder to fulfill the declared annual volume of crude oil transit from stations in the Republic of Kazakhstan to port stations in Ukraine.

However, the story didn't end there. Based on a complaint from Fresh Line LLC, the Southwestern Railway's Ministry of Internal Affairs opened criminal case No. 12014100130000053 on September 29, 2014, regarding abuse of power by Ukrzaliznytsia officials. The investigation is ongoing.

And since Ukrzaliznytsia no longer has Ostapyuk, who has become "inconvenient" for Solvar, Fresh Line has good prospects of once again starting to parasitize on the state enterprise and feed off state funds.

Another company working for the pocket of a pro-presidential MP,

- OOO "MetRudTrans", Kyiv, I.Kudry St., 2, office 8, EDRPOU code 34980991, founded in 2007, authorized capital of 40 thousand UAH. The company specializes in transport and forwarding services for export-import and domestic freight transportation by Ukrainian railways.

In 2014, the forwarding volume was 757 thousand tons (various cargo), income was about 15 million UAH. In 2015 - 69 thousand tons (various cargo), income - 100 thousand UAH.

The State Procurement Bulletin reported that on January 19, 2015, the Rohatyn Forestry State Enterprise (Ivano-Frankivsk Oblast) entered into agreements with Metrudtrans LLC for rail freight transportation services worth UAH 1550000. Transportation was ordered across Ukraine and Europe (see table for volumes and service characteristics).

Artem Minich was the founder and director of Metrudtrans from 2007 to 2013. The current owner of the company is Vladimir Pashko. Andrey Fedorovsky served as director until September 2014. In 2005, Minich served as director of the private enterprise Ukrainian Disinfection Company DP, which is listed as owned by Fedorovsky.

Artem Minich was a founder of UKRZERNOTRANS-K LLC until at least early 2013. His stake was recently transferred to Vladimir Pashko. Ruslan Solvar is known to have served as Commercial Director at UKRZERNOTRANS-K from 1999 to 2012, and was one of its founders in 2004.

The only competitor admitted to the evaluation was Monolittranscompany LLC, whose founder is Nikolai Bachal and whose director is Bogdan Viktorovich Katruk. The company was founded in April 2013.

Bohdan Katruk once posted a resume online looking for a job, stating that he was working in the village of Peschanka in the Vinnytsia region. Ruslan Solvar is a native of this very village.

According to VDZ, Metrudtrans has been receiving transportation contracts from forestry enterprises since March 2012. The total value of the contracts signed with the company is UAH 9,90 million.

Another company associated with Solvar is Transset LLC, located in Kyiv, I. Kudri Street, 2, office 7, EDRPOU code 36387427, founded in 2009, authorized capital of 60,5 thousand UAH, founder and director Yu. V. Khomich. Specialization: transport and forwarding services for freight transit by Ukrainian railways. In 2014, the forwarding volume amounted to 12 thousand tons (coal, oil products, agrochemicals, etc.), profit of about 20 thousand UAH. In 2015, there were no shipments.

For almost a year, beginning in April 2014, Ruslan Solvar, taking advantage of the favorable political situation in Ukraine and his status as a people's deputy, has used every possible means to reorient the main, highly profitable railway transit routes to the benefit of the structures under his control, obtain as many privileges as possible for his companies, and simultaneously "strangle" competitors.

Thus, it puts pressure on the management of Ukrzaliznytsia (primarily on the tariff commission of Ukrzaliznytsia and the state enterprise "Ukrainian transport and logistics center") in order to put a spoke in the wheels of competitors, in particular Lemtrans Transit LLC, ITEK TRANS LLC, PLASKE, Tengizchevroil LLC - it prevents Ukrzaliznytsia from coordinating their plans and from receiving discounts on tariffs.

According to sources, Solvar uses a fraudulent method to gain control of profitable routes: he negotiates with cargo owners for upcoming shipments at a discounted price, and then pressures the Ukrzaliznytsia tariff commission, arguing that they must reduce the tariff for transportation on a specific route.

On the other hand, he moonlights and distributes administrative documents, including government ones, with the aim of discrediting competitors and Ukrzaliznytsia officials; he also incites fellow MPs to file appeals to government agencies and law enforcement agencies with trumped-up accusations against competitors.

It is worth noting that law enforcement agencies are currently investigating information regarding the fictitious business activities of Fresh Line and Metrudtrans LLC, which evaded taxes and cashed out their own income (approximately 45 million UAH) through non-commodity business transactions.

However, given that the person behind these companies has the high status of a member of parliament and is a member of a parliamentary committee, which gives him the opportunity to influence the entire state's transport policy, it's unlikely that the matter will move forward and the situation will change radically. According to local activists, KAMAZ trucks carrying illegally logged timber are moving "almost one after another." Meanwhile, local law enforcement, they believe, is not responding to the large-scale logging, reporting only the detention of small quantities of timber and local residents.

According to the Nashi Dengi portal, the company Medtrudtrans, which is associated with Ruslan Solvar, a member of the Verkhovna Rada's Transport Committee and a member of the BPP's People's Party, received orders for rail transportation from a number of state forestry enterprises this year.
