Ruslan Zhurilo denied the purchase of the Demurinsky Mining and Processing Plant from Russia's VSMPO-Avisma.
In early June, NADRA.info reported that Russia's VSMPO-AVISMA Corporation, one of the world's largest titanium producers, had lost 75% of its stake in the Cypriot company Limpieza Limited, which owns 100% of the Ukrainian Demurinsky Mining and Processing Plant LLC. This occurred four days before the start of Russia's full-scale invasion of Ukraine.
According to registry data, VSMPO-AVISMA divested its stake in Limpieza Limited on February 20, and its 75% stake in Limpieza Limited was transferred to another company participant, Bolatico Limited, which previously owned 25% of the Ukrainian mining and processing plant's owner. The agreement was allegedly formalized on March 2.
NADRA.info sources linked Bolatico Limited to former top managers of United Mining and Chemical Company (UMCC) Ruslan Zhuril and Yuri Pertsov. In 2020, UMCC supplied titanium raw materials to Russia's VSMPO-AVISMA.

The Demurinsky Mining and Processing Plant is located in the Dnipropetrovsk region. The plant is engaged in the commercial development of the Volchanskoye titanium-zircon ore deposit, which contains ilmenite reserves of over 2 million tons. According to the YouControl analytics platform, the company's ultimate beneficiary is Russian businessman Mikhail Shelkov, deputy general director of VSMPO-Avisma, Russia's largest titanium corporation.
As a reminder, in June 2021, the National Security and Defense Council of Ukraine (NSDC) imposed sanctions against Sergei Chemezov, Chairman of the Board of Directors of VSMPO-Avisma Corporation, and Mikhail Shelkov, Deputy Chairman of the Board of Directors of VSMPO-Avisma Corporation, also named as the owner of VSMPO Titan LLC "Ukraine" (manufacturer of pipes, empty sections, and steel fittings).
In March 2022, the Verkhovna Rada adopted the law "On the Basic Principles of Compulsory Seizure of Property Rights of the Russian Federation and Its Residents in Ukraine." The only subsoil user company to which this law was applied (according to open sources) is Glukhovsky Quarry of Quartzites LLC. It was seized and transferred to the Asset Search and Management Agency (ARMA) in April 2022, where they are still "processing potential management options."
In April, the court seized 100% of the corporate rights and accounts of the Demurinsky Mining and Processing Plant on suspicion of deliberate tax evasion.
