The SBU press service reported that its officers had disrupted the illegal activities of a group of corrupt government officials who facilitated the illegal processing of pensions and social benefits for alleged displaced persons from Donbas. It was established that officials from the Labor Department and the Pension Fund and Social Protection Department of the Markiv district of Luhansk Oblast, in exchange for monetary compensation, processed pensions and social benefits for individuals who had allegedly resettled to the Markiv region. However, it was discovered that these individuals had never even been there.
It is noted that the organizers developed an entire corrupt mechanism for providing pension services. Officials estimated the cost of reissuing each pension for displaced persons in Ukrainian-controlled territory at 1,5 hryvnias. Officials in Markivka, who obtained the documents through intermediaries, received 200 hryvnias of this sum.
According to preliminary estimates, in November-December 2014, criminals unjustifiably issued pensions and payments to more than three thousand residents of the occupied territories, thus causing losses to the Ukrainian budget of more than 9 million UAH.
Based on SBU materials, internal affairs agencies have opened a criminal case under Part 3 of Article 368 of the Criminal Code of Ukraine. During the searches, documentary evidence of the officials' illegal activities was seized. Similar payments and pensions to pseudo-displaced persons in other districts of the region, as well as in neighboring regions, are also being investigated.
