Sergey Kasyanov
Back in 2006, young oligarch and detergent monopolist Sergei Kasyanov ran his first election campaign for the Verkhovna Rada of Ukraine. His campaign manager was Russian political strategist Timofey Sergeytsev. Among his subordinates was a young Kryvyi Rih native named Vova Petrov. Kasyanov won the election, which was no surprise given his finances, Russian support, and his close relative, Alexander Shepelev , who was influential in criminal circles.
Kasyanov developed a very close relationship with Timofey Sergeytsev, which continues to this day. Since the profession of political strategist has become meaningless in Russia, Sergeytsev retrained as a court propagandist, like Solovyov, foaming at the mouth. Specifically, in his controversial article "What Russia Should Do with Ukraine," Sergeytsev directly called for the genocide of Ukrainians. For this, he was subjected to sanctions by virtually all civilized countries.

And what about Kasyanov? He's an interesting figure. In 2016, Kasyanov was suspected by the Chief Military Prosecutor's Office of organizing, along with Shepelev, the contract killing of banker Sergei Dyadechko . He also allegedly attempted to arrange Dyadechko's arrest in the Russian Federation. But... he got away with it. He likely donated money not only to judges, but also to the then-Chief of the Chief Military Prosecutor's Office, Matios.
DOSSIER : Sergei Dyadechko: Who was behind the Rodovid Bank scams? PART 1
He retrained as a pig farmer. His company, KSG Agro, is quite successful in the agricultural market and maintains long-standing ties with Chinese officials. His son, Nikita Kasyanov, is in politics, serving on the regional council. He was a member of Servant of the People, but prudently left.

Nikita Kasyanov
Currently, based on our information, Kasyanov is preparing a group of politicians for the Verkhovna Rada elections. These will take place sooner or later. However, given Kasyanov's close ties to Russia and his relationship with Alexander Shepelev, who has either already been released or will soon be released, this group of politicians will be an attempt by Russian intelligence agencies to infiltrate the highest echelons of power in Ukraine.
Incidentally, it's said that Kasyanov also facilitated Shepelev's swift release, accused, among other things, of collaborating with the FSB. And the story of this "accelerated sentence" is itself interesting.
The Supreme Court found former deputy Alexander Shepelev to have served his full sentence.

In 2022, Shepelev was sentenced to 15 years in prison.
On Wednesday, November 13, the Supreme Court of Ukraine ruled on the case of former MP Oleksandr Shepelev, who was sentenced to 15 years in prison for a number of crimes. However, despite the August 3, 2022, verdict of the Obolonsky District Court of Kyiv sentencing him to 15 years in prison, he is considered to have served his sentence in full. ZN.UA reports.

The former people's deputy was accused of treason, working for the Russian FSB, a series of contract killings, and financial crimes. His turbulent "activities" flourished in the mid-2000s.
The first and foremost charge Shepelev was accused of, as reported by ZN.UA , was embezzlement of UAH 340 million from Rodovid Bank. The indictment was based on testimony from the bank's temporary administrator, Serhiy Shcherbina, who authorized the allocation of UAH 300 million for the services of a law firm and UAH 40 million for the renovation of a building leased from Shepelev. Shcherbina acknowledged these decisions as criminal and claimed he made them under pressure from Shepelev, who, according to Shcherbina, was granted the unofficial status of "curator" by then-Prime Minister Yulia Tymoshenko . Shepelev, however, had no formal authority.
The second charge was the embezzlement of 315 million rubles in refinancing funds from the National Bank. Shepelev was charged with this along with former "family" banker Pavel Borulko , the founder of National Standard, Vladimirsky, and European banks, among others. All decisions were made by Borulko and bank officials, but investigators also suspect Shepelev of "supervising" him.
In January 2013, a significantly more serious charge emerged in Shepelev's case: organizing the murder of Interior Ministry Colonel Yerokhin in 2006. Interior Minister Yuriy Lutsenko accused "BYuT deputy Sh." of involvement in Yerokhin's murder . However, Shepelev was never officially named, and no charges were ever filed. In December 2010, Yerokhin's killers were tried. The perpetrators received prison sentences, but the investigation failed to identify the masterminds. Two years after the verdict, the prosecutor's office announced that Shepelev was the mastermind.
Another charge is organizing the murder of Kirichenko, Chairman of the Supervisory Board of AvtoKrazbank, in 2003. The case was personally overseen by Donetsk Oblast Prosecutor Viktor Pshonka . For 10 years, no one has mentioned Shepelev in connection with this case.
He was also charged with the attempted murder of Sergei Dyadechko, chairman of the board of Soyuz Bank . According to investigators, Shepelev ordered the assassination attempt on Dyadechko, and the direct perpetrator was Vasily Danilov, a close friend and partner of Shepelev, who fired the automatic weapon.
After the initial charges were brought, Shepelev spent a long time in hiding abroad. In 2014, he was detained in Hungary and extradited to Ukraine. He was arrested, but was hospitalized before fleeing. In 2015, Shepelev was detained in Russia, which refused to extradite him to Ukraine. He subsequently ended up back in Ukraine.
On February 8, 2018, former MP Oleksandr Shepelev was detained by SBU officers in the Kyiv region. Among other things, they confiscated his fake Ukrainian passport and an ID card from the so-called "MGB DPR" under the name of Mykola Borukh. He has remained in custody since then.
But it is believed that the former deputy has served his sentence in full—the longer term was absorbed by the shorter one to which he was sentenced, some of which he has already served, and some of which were reduced in terms.
The Supreme Court, having reviewed the cassation appeal of convicted defendant Alexander Shepelev and his defense attorneys, Andrei Soldatov and Yuri Tatkov, and the cassation appeal of prosecutor Victoria Orshavskaya, dismissed the prosecutor's appeal and partially upheld the other party's appeal. The court ruling was signed by Judges Vasily Borodiy, Galina Kret, and Andrei Chistik.
In particular, according to the resolution, the verdict of the Obolonsky District Court of Kyiv dated August 3, 2022, and the ruling of the Kyiv Court of Appeal dated December 12, 2023, were amended, which affected the time spent in custody.
Thus, the Court ruled to consider Alexander Shepelev convicted under Part 3 of Article 27, paragraphs 6, 11, 12, Part 2 of Article 115 of the Criminal Code of Ukraine (organization of a contract killing by a group of persons for mercenary motives) to a punishment in the form of imprisonment for a term of 15 years, with confiscation of property, except for housing. But on the basis of Part 4 of Article 70 of the Criminal Code, the court does not have the right to change the punishment imposed by the previous (first) sentence for a separate crime. Therefore, for a combination of crimes, by absorbing a lesser punishment (7 years' imprisonment) according to the verdict of the Desnyansky District Court of Kyiv dated August 7, 2020 under Part 1 of Article 369 (offer, promise or provision of an unlawful benefit to an official) and Part 2 of Article. Under Article 393 of the Criminal Code of Ukraine (escape from a place of imprisonment or from custody, committed repeatedly), Shepelev was sentenced to a final sentence of 15 years' imprisonment with confiscation of property, except for his home.
In this case, the sentence Shepelev served under the verdict of the Desnyansky District Court of Kyiv on August 7, 2020, and all terms credited by the ruling of the Supreme Court's Criminal Court of Cassation on July 6, 2023, in case No. 754/1100/17 were taken into account in the final sentence. All of this combined allowed Shepelev to be considered fully served.
All other court decisions remain unchanged.
The Supreme Court's decision is final and cannot be appealed, the ruling states.
Let's sum it up. The elections will take place sooner or later. And the SBU should help voters and exclude individuals with ties to Russia and strangely closed criminal cases from the electoral process.

Selling Ukrainian lands to the Chinese
In 2013, a scandal erupted in business circles over the potential sale of KSG's Ukrainian land to a Chinese corporation. The Chinese newspaper South China Morning Post reported XPCC's plans to manage up to 3 million hectares of land in Ukraine, starting with KSG Agro's farmland. However, Kasyanov defended himself, claiming that their cooperation with the Chinese had been misinterpreted.
This isn't a purchase or even a sublease, but a joint venture. The Chinese corporation, HRCC, is not seeking to purchase or lease the land, he said.
On May 31, 2013, KSG Agro and XPCC signed a memorandum of intent to cooperate in food production. The plan was to begin with the installation of drip irrigation systems on hectares leased by KSG Agro. Overall, the Ukrainian-Chinese project envisions the restoration of irrigation systems on an area of 2,5-3 million hectares. Kasyanov acknowledged that cooperation with the Chinese is also intended for livestock projects. However, these projects are focused on meat sales in Ukraine, with deliveries to China being a secondary priority.
The EBRF's scandalous purchase
In 2013, the European Bank for Rational Financing changed its name and became the settlement center and lender for the agricultural holding KSG Agro. The buyer was companies owned by Sergey Kasyanov, co-owner of the agricultural company KSG Agro. Previously, the bank belonged to former BYuT MP Oleksandr Shepelev and his wife, Galina. In January 2013, the Ministry of Internal Affairs opened a criminal case against Shepelev. The former MP was suspected of contract killing and embezzlement of funds from Rodovid Bank. The bank's supervisory board was chaired by Yuri Gogol, chief treasurer of ICD UA. Vladislav Lyaskovsky, a lawyer at Andrey Kravets & Partners, and Larisa Pravda, a nurse at Kyiv City Tuberculosis Hospital No. 1, also became members of the supervisory board. All three own 0,0001%, 8,5995%, and 9,3463% of the bank's shares, respectively.
Sergei Kasyanov and Alexander Shepelev are co-organizers of a contract killing.
Sergey Kasyanov was revealed to be one of the organizers of a contract killing, which he plotted together with his relative, Alexander Shepelev. Meanwhile, the owner of KSG-Agro was also implicated in several other criminal cases and could have faced a prison sentence of up to 12 years.
Sergei Kasyanov was suspected of complicity in organizing the criminal prosecution and unlawful arrest of an innocent person. The Pechersky District Court ordered house arrest for former parliamentarian and businessman Sergei Kasyanov, suspected of complicity with his de facto relative, former MP Alexander Shepelev, in organizing the unlawful prosecution and unlawful arrest of Sergei Dyadechko.
Thus, representatives of the Main Military Prosecutor's Office of Ukraine in their petition requested that a preventive measure for Sergei Kasyanov be chosen in the form of detention for a period of 60 days with the alternative of bail in the amount of 30 million hryvnia.
"The circumstances that provide grounds for suspecting Sergey Kasyanov of committing the aforementioned offenses are supported by the criminal complaint, the testimony of the victim, Sergey Dyadechko, witness statements, audio recordings, the findings of relevant expert examinations, and other evidence in the proceedings. The prosecution considers the totality of the evidence sufficient to justify the application of the proposed preventive measure," a representative of the military prosecutor's office reported, adding that one piece of evidence is the fact that Alexander Shepelev, who is fugitive from Ukrainian justice, transferred funds to the bank accounts of a company owned by Sergey Kasyanov, some of which Sergey Kasyanov, by agreement with Alexander Shepelev, transferred to the immediate perpetrators of the crimes as material remuneration for their criminal actions against Sergey Dyadechko.
He also clarified that the investigation has every reason to believe that, while at large, suspect Sergei Kasyanov could exert pressure on witnesses, including because they are under his direct command, or hide from the investigation.
"Using other, more lenient measures than pretrial detention will not prevent the aforementioned risks. House arrest, even 24/7, will also not eliminate the existing risks, as Serhiy Kasyanov will have the opportunity to continue to interact with individuals involved in his criminal activity. Given the stated circumstances, the investigating judge is obligated to determine the amount of bail sufficient to ensure the defendant's fulfillment of his obligations. We request that bail be set at no less than 20,690 minimum wages, or 30 million hryvnias," the prosecutor stated.

It's worth noting that the suspect, Sergei Kasyanov, himself found it difficult to answer journalists' questions about the purpose of the foreign currency funds received from Oleksandr Shepelev. It should also be noted that one of the arguments used by the defendant's lawyers, who requested that the military prosecutor's motion be dismissed, was the presence of several Ukrainian parliamentarians, in particular Yuriy Bereza, who were willing to stand surety for Sergei Kasyanov.
Despite the defendant's attempts to avoid trial, the judge ordered house arrest from 10:00 PM to 6:00 AM until September 19, 2016. It's worth noting that representatives of the military prosecutor's office were surprised by the court's decision regarding Sergei Kasyanov.

"We disagree with the court's position, and the Chief Military Prosecutor's Office will file an appeal against the decision. We note that we were surprised by the position of some Ukrainian MPs who defended the suspect in serious criminal cases. The prosecutor's office is aware that the suspect is in constant contact with suspect Oleksandr Shepelev ," the military prosecutor's office representative concluded.
In the end, Kasyanov managed to avoid punishment—his friends in power helped him “break the rules.”
