Health Minister Ulyana Nadiya Suprun has created a "ministry of death" in Ukraine and "killed more people than the war in the east" – such sensational statements were recently made by another public figure, the head of the "National Medical Chamber" Sergey Kravchenko, reports FacenewsThis is a typical case of the head of the Ministry of Health being vilified by the very same actors in the corrupt system who themselves should be held accountable for their past actions.
"Physician, clinical immunologist-rheumatologist, executive secretary of the council—head of the Kyiv City Public Office of the National Medical Chamber of Ukraine, Serhiy Kravchenko," the UNN website describes this figure in its news report. It reads like a description of a respected individual, a doctor, holding some obscure but high-ranking position as "head of the Public Office of the National Medical Chamber." The truth is, Serhiy Kravchenko is neither a real doctor (he merely held medical bureaucratic positions in swindling clinics, serving as a "front man," and graduated from a traditional healer's course, not a reputable medical school). He also holds no high-ranking position other than that of head of his own fake public organization, the "National Medical Chamber" (NMC), whose core business is printing and selling certificates and awards presented to doctors for obscure achievements (but in reality, for money). Serhiy Kravchenko's primary activity and primary source of income has always been participation in the corrupt privatization of hospital assets in Kyiv and the surrounding region.
One of the most significant corruption schemes in which Serhiy Kravchenko participated and executed was the embezzlement and private transfer of assets from the state-owned Chervona Ruta health resort. Six months ago, members of the Verkhovna Rada raised a scandal: a request from Maksym Polyakov, head of the "Deputy Control" group, revealed that Prokhorenko, the former head of UkrGazVidobuvannya, had been staying free in a luxury suite at the Platinum health resort, which is owned by the Chervona Ruta health resort. Journalists, while criticizing Prokhorenko for his corrupt actions, failed to adequately appreciate the fact that the same assets include both the modest, unremarkable Chervona Ruta health resort, owned by UkrGazVidobuvannya, and the private, elite Platinum health resort in Kozyn, a few kilometers from Kyiv, in an area of high-end and VIP development. In fact, it's clear that a scheme to prepare for the illegal privatization of the asset has been uncovered. Today, Chervona Ruta is still part of the UkrGazDobycha PJSC system:

Meanwhile, the Platinum complex already stands on its territory. In the near future, unless law enforcement intervenes, only Platinum will remain in Koncha-Zaspa, and no Chervona Ruta. This is the result of years of corruption and the preparation of the thieving privatization of a state asset. The investigation helped identify the "grey cardinal" behind this process: Sergei Vladimirovich Kravchenko, deputy chief physician of the Chervona Ruta educational and health complex.
Serhiy Kravchenko is a doctor in name only. In reality, he is the organizer of a vast network of "public organizations," private enterprises, and other schemes to extract money from his official position and the state-owned enterprises he manages (Chervona Ruta is not his first victim). Together with his friend Oleh Prykolyba, he founded a public organization with the grandiose name "National Medical Chamber of Ukraine," and, with the participation of the same individual, founded several other enterprises and organizations:

All these organizations and enterprises are fake and fictitious. Although Kravchenko himself claims at press conferences that the NPMU unites 25 regional offices and has 69 medical professionals, this is in fact a lie. The "National Medical Chamber of Ukraine" unites his other puppet organizations and was created to sell fictitious awards, certificates, medals, and diplomas to doctors. Kravchenko himself is not a doctor at all, but rather exploits society's respect for those in white coats. His resume states that he "graduated from the Medical Institute of the Ukrainian Academy of Medicine in 2006 and received the qualification of a medical specialist." What is the UANM? It's simply the Joint-Stock Company "Ukrainian Institute of Traditional Medicine." Kravchenko is not a certified doctor from a state university, but an official... "folk healer" from a shady private firm.

After graduating from the "Institute of Traditional Medicine," Serhiy Kravchenko entered an internship and became a "doctor," according to his biography. In reality, no internship diploma has ever been found. It's not surprising that with such "qualifications," his resume lacks any real medical positions. Using dubious titles like "consulting physician at an insurance agency," Kravchenko immediately rose to the helm of state-owned enterprises. He first headed a state-owned enterprise during the Yanukovych era, in 2010, and developed a close rapport with his "patrons." Such a procession from office to office is never accidental. Here's a "modest" excerpt from Kravchenko's biography:
“In 2010, he was the director of the DP “Scientific and Practical Center for Psychophysiology and Medical Expertise of the Ministry of Taxes of Ukraine.”
From 2010 to 2011, he was the head doctor of the multi-profile medical and surgical center (Polyclinic of the National Writers' Association of Ukraine).
In 2013, Rotsi is the intercessor of the head physician for the medical part of the Medical and Sanitary Unit of the PAT “Scientific and Viral Research Enterprise “Bilshovik” (behind the law).
From 2012 to 2014, he was the head doctor of Medical Express LLC.
From 2014 to 2015, he was the chief leader of the psychophysiological examination sector of the Institute of State Administration in the sphere of civil protection of the DSNS of Ukraine (subject to fraud).
From 2014 to 2016 – intercessor of the head doctor of the Educational and Health Complex “Chervona Ruta” of PJSC “Ukrgazvidobuvannya”.
During the period from April 2016 to May 2016, he was the commander of the 1st rotation of the established disaster medicine department of the First Volunteer Medical Hospital named after Mikoli Pirogov.

And this is a man who has never treated anyone and has no quality medical education! But apparently, he knew how to share with the thieves and embezzlers of the Yanukovych era.
The most interesting thing about our hero's biography is that the state-owned enterprises headed by Sergei Kravchenko either closed or quickly became privately owned. Here are just two examples of our "hero's" activities.
The state-owned enterprise with the resonant name "Scientific and Practical Center for Psychophysiology and Medical Expertise of the Ministry of Taxes and Duties of Ukraine" was, in fact, a shell company, a money laundering operation under the Ministry of Finance. Kravchenko's main task as director was not the effective management of this facility, but its liquidation, a way to quietly cover up the years of embezzlement. Under Yanukovych, in 2010, this process was successful: the enterprise was liquidated. How much of the stolen money Kravchenko "hid" during the liquidation process will never be known: the scheme went off without a hitch. But scandals and troubles awaited the "front man" Kravchenko in his next position.
The Medical and Surgical Center (Poliklinika Natsionalnoi spіlki pismanikіv Ukraїni) is one of the facilities whose alienation from state ownership by the leadership of the Writers' Union and Volodymyr Yavorivskyi personally erupted in a corruption scandal between 2007 and 2011. Under the watchful eye of Serhiy Kravchenko, the Writers' Union lost its premises in Kyiv's "diplomatic quarter" at 15 Reitarska Street, and an offshore company from Belize took over their management.
In early 2014, criminal cases were opened on charges of large-scale appropriation of state property, abuse of power, and tax evasion.
Like many other corrupt Ukrainian officials, Kravchenko decided to hide in the army, simultaneously receiving indulgence from Ukrainian society as an "ATO veteran." It's a tried-and-true scheme: everyone knows the story of former Deputy Minister of Regional Development Isayenko, who traveled to the ATO and received fictitious combatant status.
As a medical orderly (and not a unit leader, as he recounted in his interview), Kravchenko was sent to serve in Berdichev, far from the exploding mines and shells of the Donbas fields. Despite being mobilized during the most intense period of the war, in August 2014, he somehow managed to remain in the rear, and only arrived in the ATO zone in April 2015. He received no military awards or decorations for his service, which did not prevent him from later acquiring them, as discussed below.
After legalizing his position through the Anti-Terrorist Operation (ATO) and covering up the Union of Writers' Traces, Serhiy Kravchenko magically found himself in the lucrative position of deputy head physician of the Chervona Ruta Sanatorium. Apparently, his skills in organizing the criminal privatization of medical institutions were duly recognized. In his new position, Kravchenko not only transformed Chervona Ruta into Platinum, but also managed to organize a scheme for the production of fake orders, certificates, and insignia. Taking advantage of his status and public trust in doctors, and positioning the National Medical Chamber of Ukraine as an all-Ukrainian organization (in reality, it is simply a public organization), Serhiy Kravchenko organized a system for trading in awards and insignia.

Moreover, Kravchenko himself regularly flaunts counterfeit medals and orders. To enhance his image, Serhiy Kravchenko poses for cameras wearing medals from the "VGO "Kraina"—a shop selling medals, orders, and other awards for 490 hryvnias, which the uninitiated might mistake for the real thing. The cynicism of the founders of this "business" has reached the point of explaining how a company director can award himself. There is a mental illness in which a person develops a manic compulsion to hang shiny objects on themselves that resemble medals and orders. It is highly likely that Serhiy Kravchenko, who has adorned himself with shiny medals for 490 hryvnias, makes even the jackdaw Khvatayka envious, suffers from a severe form of this illness. We took the time to thoroughly examine all these awards to ensure we're not slandering an ATO soldier, but rather restoring justice and rightfully branding him a crook and swindler. Apparently, Sergei Kravchenko is teaching the younger generation the logic of "not to be, but to seem" when he conducts open lessons in schools. And he does this, of course, in military uniform, adorned with all his shiny medals:
Another source of income for Serhiy Kravchenko is his use of the National Medical Chamber of Ukraine (NMU) for paid participation in election campaigns on behalf of various candidates. The NMU's core business is providing "material assistance" to voters in the form of medications and medical supplies—of course, along with campaigning for a specific candidate. This is why the NMU's "charitable activities" are, for some reason, limited to election periods (for example, the 2015 local elections). Needless to say, distributing goods and services, including medical ones, to voters is a criminal offense.
This brief excursion into the biography of the thieves who plundered the UkrGazVydobuvannya sanatorium, famously known as "Chervona Ruta," concludes our discussion and moves on to our conclusions. The health resort in the "golden" Koncha-Zaspa, worth tens of millions of dollars, is being plundered and prepared for black market privatization by the swindlers who run it. To avoid responsibility, the swindlers are disguising themselves as public figures, veterans, and heroes of the Anti-Terrorist Operation (ATO), not forgetting to drape themselves with purchased medals, diplomas from "folk healers," and certificates from shell organizations. The scheme, based on the ointment, and the theft of state property is in full swing. It's high time for law enforcement agencies and the very same deputies who are overseeing the UkrGazVydobuvannya PJSC issue—Maxim Polyakov and the "Deputy Control" group—to intervene. Otherwise, the embezzlers led by Sergei Kravchenko will celebrate victory in the near future, and then leave to "serve in the ATO" in the Swiss Alps or on the Côte d'Azur.

Recently, not only members of parliament from the "Deputy Control" group but also the National Anti-Terrorist Bureau of Ukraine (NABU) have become involved in the Ukrgazvydobuvannya scam: the investigation resulted in a criminal case against a criminal group led by MP Onyshchenko, whose prosecution and arrest was recently approved by the Verkhovna Rada. Serhiy Kravchenko realized the full extent of the problem and, in keeping with his old habit, decided to once again hide from law enforcement. This time, however, not in the ATO zone, but right next to it.
Having quickly resigned from "Chervona Ruta," Kravchenko headed to the east of our country as part of the First Voluntary Medical Hospital named after Mykola Pirogov, where he waited out his troubles for two months. He didn't work as a doctor there, as he did everywhere else: he took yet another administrative position, albeit a minor one, as a manager. And not on the demarcation line, but in the otherwise peaceful towns of the Ukrainian Donbas—Slovyansk, Artemovsk, Severodonetsk. All the while, he didn't forget to take numerous selfies in military uniform, armed, and surrounded by stern soldiers, clearly preparing to unleash another batch of "heroic tales" upon his return to Kyiv.
One can look at such things with a charitable eye: if someone simply wants to garner the military glory of Ukraine's true defenders, then God be their judge. But if they deliberately and knowingly use the ATO as a shield for shameless theft from the Ukrainian people, for corruption, then this must be stopped. Cries of "at least he's a veteran!" in courtrooms during embezzlement cases are usually heard in defense not of true heroes, but of Kravchenko-like pseudo-veterans.
Thus, in the person of Sergei Kravchenko, we have a typical example of those against whom Ulyana Nadiya Suprun has embarked: a system of corrupt officials, swindlers, participants in property grabs, and utterly unprincipled chameleons. For decades, they have plundered Ukraine's medical wealth and plundered the healthcare system, only to now claim that Ulyana Suprun is "building a ministry of death in Ukraine" and modestly remain silent about their own "exploits." There is only one reason: the fear that the system in which they have grown accustomed to building their wealth on the deception and suffering of patients is in danger of collapsing due to the advent of reforms, and corrupt officials like Kravchenko are very reluctant to see that happen.
