Nikolai Lagun's Delta Bank is harassing pensioners living in the ATO zone.
Delta Bank's Severodonetsk branch has a cash withdrawal limit of 500 hryvnias per day, according to dissatisfied bank customers. One of them, Viktor Pavlovich Kozlov, filed a complaint with the branch manager on November 7, 2014, after failing to withdraw the full amount deposited in his personal account. He was outraged that he was being denied his legal right to manage his personal funds as he wished and that, as a pensioner with leg problems, he would have to visit the financial branch for several days straight to collect his pension in full. He relied on Article 41 of the Constitution of Ukraine, which states that everyone has the right to own, use, and dispose of their property, and Article 1074 of the Civil Code of Ukraine, which states that limiting a customer's rights to manage funds is not permitted, except in cases where the right to manage an account is restricted by a court decision or in other cases established by law. In this statement, Viktor Pavlovich demanded that a copy of the document regulating the so-called limit be sent to him within three days. Failing this, he was to pay the money.
More than three days later, on November 13, Viktor Pavlovich, hoping to receive his rightful money in full, returned to the Delta Bank branch. He decided to emphasize the seriousness of his intentions with a sign that read, "The fraudulent bank won't return our money." He thus intended to turn his visit to the bank into a kind of solo protest. However, this too was to no avail: his demands were again denied, and the document guiding the bank's employees was not presented. Delta Bank's head of security, who was present at the branch, sided with the client and couldn't understand why his demands couldn't be met. He insisted that the bank's management would certainly investigate and pay him his money in full. However, he couldn't assure Viktor Pavlovich of the bank's integrity. The pensioner was forced to admit that justice would be impossible, and that he, a pensioner with sore legs, would have to return several times to retrieve his rightful money, which he had deposited with Delta Bank for safekeeping.
