Hundreds of kidney failure patients could die due to the blocking of tenders for the purchase of hemodialysis supplies by companies associated with Viktor Yanukovych's entourage.
Therefore, the Ministry of Health must provide clarification to the Antimonopoly Committee regarding procurement for hemodialysis, and law enforcement agencies must punish those responsible for the catastrophic situation with hemodialysis.
The leader of the Samopomich faction, Oleh Berezyuk, recently announced this from the rostrum of the Verkhovna Rada.
"We're talking about days and hours. Hundreds of people won't be able to receive this procedure next week. And that means either becoming critically ill or dying," Berezyuk said.
According to him, "this situation arose due to the dishonest behavior of one of the participants in public procurement, which, through the Antimonopoly Committee, has already blocked the tender for the purchase of hemodialysis consumables three times."
"These are companies associated with Ukrprofmed LLC and Rumed LLC, which are linked to former President Yanukovych's inner circle," Berezyuk clarified.
The MP also demanded that the Ministry of Health immediately take all measures to prevent the death of hundreds of people.
But whether the AMCU and the Ministry of Health will heed the MPs' calls remains to be seen.
The problem is that the companies Berezyuk named didn't appear on the hemodialysis market yesterday; moreover, they are monopolists who have been profiting from the illnesses of our compatriots for years.
Thus, Rumed LLC and Dialservice LLC are owned by Leonid Fainblat, who has received tender contracts worth more than UAH 1 billion for his companies in the last seven years alone.
As for Ukrprofmed LLC (mentioned by Berezyuk, ed.), it's also part of Fainblat's circle of influence. However, before entering the hemodialysis market, Ukrprofmed LLC became infamous in another high-profile corruption scandal. This firm is owned by Fainblat's close friend, Iryna Koval, who has been embezzling public funds for years during the construction of the long-suffering new building of Okhmatdet, along with another notorious accomplice, Elena Bekh.
At various times, more than one criminal case was opened against these two young ladies, but to this day no one has managed to tear them away from the state trough.
The situation is astoundingly cynical: the new Okhmatdet building, which after several years of construction only has walls, is now crumbling, while Ukrprofmed LLC continues to bid on and win tenders…
Regarding the blocking of hemodialysis purchases mentioned by Berezyuk, it should be noted that this is not the first time the AMCU has collaborated with Dialservis LLC and Rumed LLC, owned by Lenya Fainblat.
The scheme is outrageously simple. Fainblat's companies file a complaint against the tenders with the Antimonopoly Committee of Ukraine (AMCU). They use this complaint to block any hemodialysis tender (this situation is currently underway, for example, in the Zhytomyr region, where patients are already underserved in hemodialysis treatments).
Furthermore, while Fainblat pressures the tender organizers (the regional state administration, hospitals, and chief physicians) and secures victory, medical facilities experience a catastrophic shortage of hemodialysis supplies. Patients begin to hold rallies and pickets. As a result, Fainblat achieves his goal – he wins the tender and imports low-quality Chinese and Indian counterfeits into Ukraine.
In this context, to confirm the above, it's worth recalling how dialysis systems supplied by Rumedom LLC ruptured en masse in Kyiv hospitals. Following such treatment, patients ended up in intensive care, and one elderly patient died.
Moreover, according to the State Procurement Bulletin, Dailservis LLC and Renart LLC inflate the prices of their consumables by at least 50%, which ensures a comfortable life for both Fainblat himself and his daughter, Victoria Fainblat, who fancies herself a great designer, whether of clothing or interiors.
To ensure that the appeals of MPs who have finally drawn attention to the catastrophic situation in Ukraine's hemodialysis market don't vanish into oblivion and end in a mere rant in the Verkhovna Rada, we will continue to inform the public about the nature of this problem.
