On August 12, Volodymyr Shariy, the former head of the Spetszhylfond municipal enterprise, and the head of the developer were served with charges in Kyiv for losses totaling UAH 13,8 million during the construction of housing for people displaced from a dilapidated building. Funds were allocated back in 2019, but construction has yet to begin. The site where the new apartments were supposed to be built still only contains a pit. The developer has failed to return the unused advance payment within the stipulated timeframe, reports Informator.
The Pechersk District Prosecutor's Office of Kyiv has issued a notice of suspicion in a case being investigated for embezzlement of public funds, according to the Prosecutor General's Office. In 2019, the district prosecutor's office transferred a 35 million hryvnia advance payment to a contractor for the construction of a residential building at the intersection of Mylyutenko and Sholem Aleichem Streets in Kyiv's Desnyanskyi District. The building was intended to house families from a dilapidated building at 23a Mylyutenko Street, which was infested with mold and mildew.
However, construction has not yet begun—only a pit remains on the site. Meanwhile, according to the contract, the developer was supposed to return the unused advance payment to the client within several months. The municipal enterprise's management failed to take timely measures to repay the funds. As a result, the utility company suffered losses of almost 13,8 million hryvnias.
The former head of the Spetszhilfond municipal enterprise has been notified of suspicion of official negligence, and the head of the construction company has been charged with embezzlement on an especially large scale. The investigation is identifying other individuals involved in the crime. According to Article 62 of the Constitution of Ukraine, a person is presumed innocent until proven guilty by a court verdict.

Families living in a building on 23rd Milyutenko Street, which had been declared unsafe due to mold and mildew, waited years to be relocated to new housing. Instead, the funds allocated for the building were at risk of being lost, and construction stalled at the excavation stage.
Spetszhilfond is a municipal enterprise tasked with resolving Kyiv residents' housing issues, specifically relocating residents of dilapidated buildings. This case demonstrates how negligence on the part of the enterprise's management and the contractor's lack of integrity can paralyze important social projects for years.
