Another scandal is brewing at Ukraine's largest seaport (Yuzhny), where the head of the Administration, Maksym Shirokov, has orchestrated a highly bizarre tender that, by all indications, appears to be a corruption scheme. This fact has been highlighted not only by bloggers and other observers, but also by media outlets, who are demanding a response from the SBU and NABU.
It's reported that, under the manager's thumb, a tender was announced for building renovation services, with a total value of 19,5 million hryvnias. Ukrstroy won the tender as the only bidder, as two other bidders were rejected "for technical reasons." Not only was the cost of the work increased by another 10 million hryvnias after the tender, but the winning company also has a rather dubious reputation, earned back in Mariupol, where it began its operations.
Public whistleblowers report that Ukrstroy has repeatedly been the subject of criminal prosecution, in particular for illegal activities related to fraud and money laundering. These "skills" allegedly led to its victory: observers believe that in this case, Mr. Shyrokov intends to siphon funds from the state budget into his personal pocket, in collusion with the contractor's management. It is also believed that former Revenue and Duties Minister Oleksandr Klymenko and Oleksandr Chernobai, head of the State Fiscal Service of Odesa Oblast, are involved in the scam.
